- Tri-Service Research Laboratory at Fort Sam Houston, San Antonio, Texas. This request for proposal (RFP) is a two step design-build construction contract. The project provides for the design and construction of a single-story building, complete with all required sitework, utilities, and infrastructure. The facility will not be more than a total of 181,820 gross square feet and will be constructed as a permanent structure. Specialized directed energy laboratory spaces will include laser research labs, anechoic chambers, imaging lab, radiation lab, biology labs, microbiology labs, biochemistry and bimolecular labs, tissue culture labs, and a proteomic lab. Specialized research and laboratory spaces will include pathology labs, operating rooms, radiology room, x-ray room, and tissue lab. Administrative and support areas include private offices, conference rooms, medical storage areas, walk-in cooler, reception area, restrooms, mechanical and electrical rooms and circulation space. The magnitude of construction is between $50,000,000 and $100,000,000. The Phase I RFP solicitation is anticipated to be issued on or about 11 August 2008, and Phase I proposals will be due on 11 September 2008. No public bid opening procedures are applicable to this solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value Evaluation criteria. Anticipated issuance of Phase II RFP is 1 October 2008. Anticipated project completion date is 720 days from contract award. FAR 52.219-14, Limitations on Subcontracting applies. The successful offeror is required to perform at least 25 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1620. The Product Service Code is Y142. The Small Business Size Standard is $31 Million.
