- Description
- NASA/GSFC/WFF has a requirement for Item 1 - 1 Ea. Standard S-band TSIM(RTL-TSIM-SB) including 19" equipment rack in transit case, TDRSS S-band modem, TSIMcontroller and processor, routing & conditioning chassis, AC power distribution unit, andall internal interconnecting cables. Item 2 - 1 Ea. Ground Network (GN) ModeSoftware/Firmware Target License - Direct BPSK1 (RTL-TSIM-GNMODE).NASA/GSFC/WFF intends to purchase the items from RT Logic. RT Logic is uniquely qualified by merit of offering a product-based approach using astandard baseline design rather then a project-based approach using custom or one-offdesign. Using this approach, RF Logic is able to provide standardization, rapiddelivery, and dedicated support for the life of the product line for the duration of theGPM development phase and beyond. As a result of participating in a extended developmentand being fully tested to the Space Network Users Guide (SNUG), the TSIM hasdemonstrated compatibility with TDRSS, and supported numerous missions looking for a lessexpensive alternative to GSFCs TDRSS Users RF Test System (TURFTS). Supported projectsinclude ISS modules, Orbital Express, and the CREME balloon series at Wallops FlightFacility.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 18, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
