Description

This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitues the only solicitation; quotes are being requested and a written solicitation will not be issed. This requirement, 1.8m bidirectional antenna in accordance with attached Performance Work Statement (PWS), is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and DAC 91-13. NAICS code is 334220. The requirement item/description is in the attached PWS. Quotes shall be prepared in the sequence of PWS paragraphs. Detailed description of technical approach is requested; "understand and will comply" is not an acceptable quote. Quotes shall include offerors delivery date from date of award/period of performance. Quotes must be submitted via e-mail to PL512@disa.mil. Only quotes reflecting US dollars or Euro currency are acceptable in response to this requirement. Quotes received in Euro will be evaluated based on the exchange rate to US dollar published on www.oanda.com, on the closing date of solicitation. FAR provision 52.212-2. Evaluation factors/award basis: responsible offeror, technically acceptable conforming to the PWS, most advantageous to the Government based on lowest price. The following clauses apply to this solicitation and resulting award: 52.212-1; 52.212-3 or certification that these have been completed via online Representations and Certifications application (ORCA) at https://orca.bpn.gov ; 52.212-4; 52.212-5(b), 52.204-9001; 52.201-9200; 252.204-7004; 252.212-7000; 252.212-7001; 252.225-7042; 252.227-7015; 252.233-7001; 252.229-7002. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror illegible for award. Information concerning clauses and provisions incorporated by reference may be obtained at http://farsite.hill.af.mil. Quotes are due on 07 August 2008, 09:00 a.m. EST.
