- U.S. Customs and Border Protection (CBP) intends to award a sole source procurement to Rigaku Americas Corporation of 9009 New Trails Drive, The Woodlands, TX 77381. The purpose of this acquisition is to procure a ZSX Primus II Sequential Wavelength-Dispersive XRF Spectrometer from Rigaku Americas Corporation. This procurement includes the ZSX Primus II Sequential Wavelength-Dispersive XRF Spectrometer, its hardware and software, installation, and training requirements to ensure rapid delivery, set-up, and time to usage. The North American Industry Classification System (NAICS) code for this acquisition is 33516, and the size standard is 500 employees. The proposed procurement is needed to replace the CBP Savannah Laboratory's current Wavelength Dispersive X-ray Fluorescence (WDXRF) Spectrometer with a new automated instrument from Rigaku Americas Corporation. The Savannah Laboratory requires a new automated WDXRF spectrometer that incorporates tube-above optics with the x-ray tube in a configuration above the sample allowing for a maintenance free operation, four kilowatt x-ray tube with an ultra thin 30 micron end window allowing maximum sensitivity to lower atomic number elements, flow proportional counter with integrated wire cleaning system, and a dual vacuum pumping system. Rigaku Americas Corporation is uniquely qualified to provide this supply, as they are the sole vendor with an automated WDXRF spectrometer with the following features: tube-above optics with the x-ray tube in a configuration above the sample allowing for a maintenance free operation; four kilowatt x-ray tube with an ultra thin 30 micron end window allowing maximum sensitivity to lower atomic number elements; flow proportional counter with an integrated wire cleaning system; and a dual vacuum pumping system. These features are required to meet the Savannah Laboratory's specific criteria. In accordance with FAR 6.301 “Only one responsible source and no other supplies or services will satisfy Agency requirements”, CBP has determined Rigaku Americas Corporation to be the only firm capable of satisfying the requirements stated above. This notice of intent is not a request for competitive proposals. Notwithstanding, any interested firm that believes it is capable of meeting the requirement stated herein may submit written qualifications, which if received within 5 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities – any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
