Description
The U.S. Environmental Protection Agency, Region 10 Manchester Laboratory, 7411 Beach Drive East, Port Orchard, Washington, requires Emergency/Standby Power Upgrades. The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. The project consists of upgrades and modifications to the laboratory facility?s electrical system to provide standby power to the entire facility, including but not limited to the following: (1) Selective demolition of systems and building components as required to accommodate the project scope that includes existing automatic transfer switches; (2) New transfer switch, electrical service entrance and associated feeders; (3) Modifications to the existing generator output circuit breakers and controls to accommodate the revised transfer switch scheme; (4) General construction including patching of concrete slabs, new concrete housekeeping pads and addition of stud partition and an interior door. This is an unrestricted acquisition. A firm-fixed price contract is anticipated. Contract award will be made using best value methodology. Two evaluation factors will be used: Past Performance and Price. The evaluation factors will be approximately equal in importance. The anticipated contract performance period is 6 months after receipt of notice to proceed. The estimated price of the work is between $500,000 and $1,000,000. All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. The solicitation with specifications, drawings, and site visit information, will be released through the internet on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The anticipated solicitation release date is approximately August 14, 2008. No hard copies of the solicitation will be provided.
