- Notice of Intent to Sole Source - Upgrade to Small Arms Range Simulation System The U.S. Army Contracting Agency (ACA), Aberdeen Proving Ground intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of the upgrade existing Soldier Systems Test Facility small arms range simulation system produced by Meggitt Training Systems, Inc. for APG Aberdeen Test Center. This acquisition is required to support the ATC by expanding its capability to upgrade existing Soldier Systems Test Facility small arms range capabilities and represents follow on work from Meggitt Training Systems, Inc. on contract number W91ZLK-07-F-0383. This upgrade will enable testing of small arms at 1000 + meters. Additionally, it will provide the capability to test shooter performance on moving targets. The instrumentation will be tied back into the existing data communication network at the SSTF small arms range. The instrumentation will also be integrated with the database solution provided by Meggitt Training Systems, Inc. under contract number W91ZLK-07-F-0383. Being that Meggitt Training Systems, Inc.. is the only manufacturer that possesses the rapid integration skills required to meet US Army needs, the ACA, APG has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than August 8, 2008, 12:00 PM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
