- The following is a Justification for other than full & open competition for Maintenance Red River Army Depots (RRAD) Active Vehicle Barrier (AVB) /Over-speed Directional Detection System (ODDS) furnished & constructed by Universal Safety Response INC., Franklin, Tennessee. Certified documentation attached. Red River Army Depot, an ISO 9002 certified U.S. Army Depot, has a requirement for maintenance to its Active Vehicle Barrier (AVB) /Over-speed Directional Detection System (ODDS). The purpose of this procurement will be to ensure the Active Vehicle Barrier & Over-speed Directional Detection System equipment is continually functional & regularly tested to meet standards for ACPs. This proposed contract will have a base plus four option years for additional yearly maintenance.
