COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, June 12, 2008. The solicitation number is 08PG810222, and is issued as a request for quotation (RFQ). NAICS Code is 541990, size standard $6.5 million, PSC is R499. This solicitation is unrestricted. Award restriction: Award shall be made to appraiser located in the Denver/Front Range area of Colorado. EVALUATION FACTORS: 1. Price 2. GENERAL. The Bureau of Reclamation has a need for appraisal services approximately 120 pieces of fine art (oil and watercolor paintings) dating from the late 1960's and early 1970's. The pieces of art document Reclamation's history and are in need of a professional appraisal for continuation of proper care, protection, and preservation. AUTHORITY. Authority for this effort is from the Federal Property and Administrative Services Act of 1949; the Federal Property Management Regulations (41 CFR 101); Interior Property Management Directives, 410 Department Manual; Interior Museum Property Directives, 411 Department Manual; Reclamation Manual Policy Museum Property Management (LND P05); and Reclamation Manual Directives and Standards Managing Museum Property (LND 02-02). BACKGROUND. Reclamation acquired the fine art collection as part of a public information program initiated in the late 1960's. The program commissioned 40 American artists with direction to document the development of the West's water resources for irrigation, hydropower generation, recreation, water conservation, and fish and wildlife enhancement. The artists were given complete freedom as to medium and style as long as the result met the general requirement of a Reclamation subject matter. The artists produced 376 paintings and drawings as part of the program, 217 of which are currently in Reclamation's custody. Several of the artists produced multiple pieces under this program. Some are on display in Reclamation offices, but the majority are in storage at the Denver Federal Center. For this solicitation, the successful proposer shall complete an appraisal of approximately 120 pieces of fine art by various artists; all located at the Denver Federal Center, Building 67, Denver, Colorado. WORK TO BE PERFORMED BY CONTRACTOR. The contractor shall be required to provide documentation for each piece of fine art that is prepared in accordance with the guidelines and standards provided by the American Society of Appraisers, Appraisers Association of America, or the American Society of Certified Appraisers. Specifically, the contractor shall provide the following: A. Sufficient credentials to enter the Denver Federal Center, a secure Federal facility. B. Draft written appraisal for each piece of art, which shall include the following analysis/discussion points: 1. Painting Title, 2. Artist, 3. Medium, 4. Size, 5. Frame and/or Display Medium, 6. List of comparables and auction records (if available), 7. Needed conservation treatment / restoration costs, and 8. Appraisal Value. C. Final version of each written appraisal which takes into account and incorporates Reclamation comments. GOVERNMENT-FURNISHED MATERIALS PROVIDED BY RECLAMATION. Access to the fine art pieces. A list of approximately 120 pieces of fine art descriptions and locations) will be provided to the successful contractor. SUMMARY OF DELIVERABLES. A. Written draft fine art appraisal for each piece of art identified. B. Written final fine art appraisals for each piece of art identified after acceptance of draft appraisal by Reclamation. PROJECT COMPLETION/DELIVERY SCHEDULE. The performance period for this contract shall be approximately 180 calendar days. Due dates: A. Accepted Art Appraisals (qty 30) - 25% - 6 weeks after contract award. B. Accepted Art Appraisals (qty 30) - 50% - 12 weeks after contract award. C. Accepted Art Appraisals (qty 30) - 75% - 18 weeks after contract award. D. Accepted Art Appraisals (qty 30) - 100% - 24 weeks after contract award REVIEW OF DELIVERABLES. Reclamation shall review draft appraisals and provide comment within 10 working days of submission. ACCEPTANCE OF DELIVERABLES. Reclamation shall review and approve all final appraisals within 10 working days of submission before they are considered final and acceptable.
