ANNOUNCEMENT Solicitation Number: 08SP308125 Action: Special Notice Response Date: 08/8/2008 PSC: R499 Point of Contact: Beth A. Murray, Contracting Officer, 702-293-8581 The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a contract to Hartman Valve Corporation, 700 Capac Court, Saint Louis, MO 63125. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by August 8, 2008 may be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The Government has made the determination that it would be in the best interest to sole source this effort to the Hartman Valve Corporation. It is the Government's belief that only Hartman Valve Corporation can provide the required services for the following reasons: the stainless steel seat rings installed on these butterfly valves at Hoover Dam were designed to accept the rubber seal system required in this procurement. This acquisition requires manufacturing of seals, installation materials, and installation technical support complying with Hartman Valve Corporation drawings. Seals manufactured in accordance with these drawings are covered by one or more claims of U.S. Patent No. 6,202,983B1 entitled "Valve seal structured to prevent circumferential slippage". The plant outage condition creates a rare opportunity for replacement of these seals since this pipe will not be drained (making the work possible) for the next 8 to 12 years. The water pipe supplying water to the units is scheduled to be re-filled in October 2008. The intent of this acquisition is to complete repairs to the butterfly valve seals prior to re-filling the pipe. The tasks to be accomplished include: Provide a license to use this patented seal design on the valve. Provide resilient butterfly valve seals per valve in accordance with HVC drawing 102030-101 or 102030-103 depending on valve size. Provide HVC Engineering Process Bulletin EPB102030 defining the seal installation procedure. Provide all material required for the installation of the resilient valve seals. Provide an MSDS for every chemical to be used. Provide 2 man-days of technical support per valve during the installation of the seals by the Government, including inspection of the finished installation, after closing the butterfly valve on the new seal.
