Description
THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole/single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. This notice of intent is not a request for competitive proposals. FAR Part 6 – Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13, not expected to exceed the simplified acquisition threshold. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular FAC 05-26 (as of June 12, 2008). The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 541611, with size standard of $6.5. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that only Ms. Jane E. Hymiller can perform the requisite services specified herein. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institute of Arthritis intends to negotiate and award a purchase order on a sole source noncompetitive basis to Ms. Jane E. Hymiller, 6934 Eylers Valley Flint Road, Sabillasville, MD, 21780-8900 to complete ongoing Budgetary Support Services. Background: This is the last phase of the Financial Budgetary Support Services agreement. Ms. Hymiller's knowledge of NIAMS and its NIH, financing and grants award processes, the database systems, the relationships with Congress and constituency groups, as well as her familiarity with NIAMS and NIH senior management make her distinctively knowledgeable to carry out these final tasks. Because of the impracticality of finding competitors other than Ms. Hymiller who possess the necessary skills and knowledge, the NIAMS proposes to award this purchase order on a noncompetitive basis. Ms. Hymiller brings with her more than twenty-seven years of Financial Budgetary experience. She consults with the Scientific Information Technology Branch (SITB), the Grants Management Branch (GMB) and the QVR Development team to develop, customize and improve reports that combine data from Institute and NIH Information Systems to enhance the Institute’s financial management capabilities and facilitate analyses of extramural programs, particularly with regard to grants fiscal control. Task Performed during from Phase I, Phase II and the final Phase are as follows: 1.Develop automated methodologies and/ or systems to allow NIAMS to track the budget status of extramural funds by project and produce reports on a regular basis. 2.Develop and maintained electronic briefing books for the Director’s use at Congressional hearings and for reference by NIAMS staff. 3.Developed electronic file system for storing current and historical budget data. 4.Conduct special analyses in response to ad hoc request from NIAMS staff, central NIH, Administration, Congress, and the public. 5.Develop effective electronic tracking system for taps and assessments. 6.Develop budget models for projecting various outcomes based on input of different budget scenarios. 7.Develop slides for budget presentations to Advisory Council members and other groups as needed. 8. Develop and set up electronic formats for NIAMS to prepare various budget formation tables and exhibits. (examples include: calculation of intramural and RMS mandatory tables, Basic/Applied Research, Object Class worksheet, commitment base calculation, summary of changes, mechanism tables, etc. 9.Develop “best practices” instructions and procedures for use by new and junior staff. The final phase of this budgetary service level of effort is not to exceed 950 hours. The period of performance is from date of award to December 30, 2008. Through competitive procedures Ms. Jane E. Hymiller was awarded a purchase order to conduct Phase I and Phase II of this budgetary project The Government anticipates that there will be one performance based service contract awarded for this requirement. Deliverables: The contractor will provide expert recommendations to the Chief, Financial Management Branch, NIAMS and the Institute's Grants Financial Data Analyst on matters regarding funds control for extramurally supported NIAMS projects and on financial analyses utilizing data such as research applications, grants, training, and fellowship data files in a written report. This notice of intent is not a request for competitive proposals. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41 U.S.C. 253(c) (1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source determination is based upon Ms. Hymiller’s in-depth experience, knowledge skills and experience gained during the process of working NIH budgetary systems. Ms.Hymiller is uniquely familiar with NIH and NIAMS Budgetary service is best needed to conduct this highly delicate transfer. Therefore, an award to any other source is not feasible nor practical. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
