DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Harlan County Project, intends to issue a contract for removal and replacement of the well pump and associated equipment located in the well house of the Harlan County Project water tower, near Republican City, Nebraska. Any contract resulting will be firm-fixed price, with NAICS code 333911, size standard 500 employees, and being 100% set aside for small business. Specifications follow below in text form, but may also be obtained by contacting Mr. Larry Janicek at 308-799-2105 or email lawrence.d.janicek@usace.army.mil. Quotes may be submitted in person, via delivery service or U.S. Mail, via facsimile to 308-799-5075, or via email to lawrence.d.janicek@usace.army.mil. QUESTIONS: Please direct any questions to Larry Janicek at 308-799-2105 or lawrence.d.janicek@usace.army.mil. SPECIFICATIONS: SUPPLY AND INSTALL WATER TOWER WELL PUMP AND ELECTRICAL SERVICES Scope of Work: The Contractor shall furnish all labor, equipment, and supplies to remove and replace the well pump and all associated equipment in the well house of the water tower at Harlan County Project, near Republican City, NE as described in this Performance Work Statement (PWS). Site visit: Offerors are strongly encouraged to inspect the site where installation services are to be performed to determine supplies necessary and to satisfy themselves regarding all local conditions that may affect the cost of installing the equipment. The contractor shall be responsible for determining all parts, equipment and conditions affecting the performance of the work. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Specific Tasks: The contractor is responsible to remove and replace the existing 5HP electrical well pump, replace 70 foot of 4 inches water lubricated column assembly, rebuild the bowl assembly and re-install the pump. The contractor is responsible to replace the discharge pipe which includes a new air release valve and spool assembly, a 4 inch check valve, water meter, spool piece, elbow, gate valve, and a new flange by plain end riser pipe and connect the mechanical joint elbow to its original position below the surface of the building. The contractor is also responsible to remove and replace the existing motor starter panel including all wiring from the outside pole to the motor and motor starter and installing a new electronic controller to replace the pressure controller. Government-Furnished Equipment, Materials and Supplies: None Contractor Furnished Equipment and Supplies: The Contractor shall furnish all equipment, labor and supplies necessary to accomplish the services specified in this PWS. The contractor is required to provide a detailed list of materials necessary as part of the bid submittal. Safety Requirements: The Contractor shall comply with all requirements of Corps of Engineers Safety manual EM385-1-1, and will be expected to take a vital interest in safety and hazard analysis. The services will be installed according to all State, Federal and local electrical codes. Dates of Performance: The work must take place between 02 September and 30 September 2008.
