Description
17.This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested, and a written solicitation will not be issued for the solicitation number NOI8284 issued as a notice of intent. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-26. This acquisition shall be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The North American Industry Classification System Code Number 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Appropriate Technical Resource: two (2) AJ125 Multitron II NC 25mm 115V 60Hz, catalog number I10002; two (2) CO110 Integrated CO2, catalog number L51900; two (2) ATM00 tray w/green squares, catalog I20011; one (1) double stacking kit, catalog number I4000. The Multitron II is a unique, compact shaking incubator with a patented drive system developed by Infors. A single bearing eccentric moves the main shaft. This results in quiet operation and virtually no vibration. Because movement is transmitted with fewer mechanical components there is less noise and less wear. The traditional design uses 2 idlers and a main shaft to distribute the force; with this design alignment is critical. A misalignment resulting from normal use causes wear and guarantees frequent repairs. The brushless three-phase drive system does not produce black dust contamination inside the unit, common with DC brush motors. The Infors Multitron II/Unitron shaking incubators are the only known environmental shaker that allows CO2 control. The patented drive allows the entire shaking mechanism to be enclosed into the bottom of the case. As a result, Infors units are smaller and more "air tight" and this allow the units to run in a CO2 controlled atmosphere. The Multitron II cabinet is constructed of polyurethane. This material has insulating properties and thus produces faster temperature changes and better uniformity across the shaking table. The installation of two top mounted tangential blowers that eliminate "dead spots" within the cabinet helps maintain the uniformity of temperature throughout the cabinet. Fabricating the cabinets of the Multitron II out of polyurethane allows the customer to use thermoelectric cooling. This type of cooling has the advantage of producing very accurate and uniform temperature control. Also, thermoelectric cooling has no moving parts which makes it more reliable and last longer than the traditional compressor cooled cabinets. Another distinguishing feature of the Infors shaking incubators is the front-opening design which allows for placement of the unit under a bench. The tray design is also unique in that it may be removed from the front. The trays are clamped into place and slide out the front of the unit onto the open door for loading or easy removal. The FOB point shall be Destination. The government will award a fix priced purchase order to a responsible contractor. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery: NIH/NIAID, Bethesda, MD 20892.
