Description
to obtain information for an Inventory of U.S. Federal Government Publications 7/30/08 In accordance with FAR 52.215-3, this is a combined Synopsis and RFI. This request for information only does not obligate the U.S. Government Printing Office(GPO) in any way. This is not a request for proposal and the GPO will not pay for any information submitted or for any expenses associated with responding to this request and/or providing information. Any information submitted by respondents is strictly voluntary. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent. Overview The Government Printing Office (GPO) is conducting market research to obtain estimates for a contractor who will perform both inventory and librarian technician services while conducting a physical inventory of U.S. Federal government publications. These publications include a variety of formats such as books, magazines, posters, pamphlets and CD's. There are approximately 216 pallets of material to be inventoried. The publications are to be assigned a barcode number and then basic bibliographic and processing information is to be determined and entered into a database. Contractors will also assign carton barcode number information and repackage and re-palletize stock. GPO will supply the cartons for packaging. Performance of work is being considered for both on-site and off-site locations. The contractor is to perform necessary quality control, safe handling of the publications, and assuring accuracy on all aspects of the work being performed. Specific Requirements •1. Stock to be inventoried •1.1. Nature of material: Comprised of U.S. Federal Government books, magazines, posters, pamphlets and CD's. •1.2. Current volume - approximately 216 pallets •1.2.1. Approximately 1 pallet of CD's •1.2.2. Approximately 215 pallets of paper publications of the types defined above, with a rough estimate of 1200 titles per pallet. Note: The publication count could vary significantly from pallet to pallet. •2. Staff conducting inventory. •2.1. Inventory staff must have skills equivalent to a library technician, so that they can establish and enter bibliographic data in accordance with MARC standards, as applied by GPO Superintendent of Documents. [MARC, MAchine-Readable Cataloging, is the data format that emerged from the Library of Congress-led initiative that began nearly forty years ago.] •2.2. It is recommended that the contractor have previous knowledge or familiarity with bibliographic metadata or cataloging inventory work. While this contract does not require that staff have library masters degree, it does require the technical knowledge and skill of a library technician. Skills are necessary to accurately discern publication title, author, publisher, series information and appropriate series, serial, and monographic record types, while applying GPO standards. •2.3. Contractor must provide necessary quality control, assuring that metadata is entered according to the standards of the Federal Library Classification and Cataloging system. •3. Handling of pubs •3.1. Publications will need to be handled according to specifications to assure that items are neither physically damaged nor lost. •3.2. The contractor will perform a simple inspection on each publication to identify obvious problems such as mold, tears, etc., recording findings in the record being created. •4. Work location: GPO is considering two options. W orking on site in the main GPO complex on N. Capitol St., Washington D.C. or having the work moved to a contractor site and location which is acceptable and appropriate for the tasks identified in this market research. •4.1. Performing work on GPO site •4.1.1. GPO will provide the space necessary for the inventory of the physical stock. •4.1.2. Work performed onsite will require that contractor staff meet and comply with all necessary security requirements, hours of operation, etc. •4.1.3. Contractor will perform necessary quality control to assure all requirements are met. •4.2. Performing work on contractor site. •4.2.1. Contractor will pick up and return all stock from the main GPO building in a single shipment/time frame. •4.2.2. Perform all requirements. •4.2.3. Deliver pubs and data base if applicable. •5. Inventory of physical pieces •5.1. Each publication, map, poster, pamphlet, CD or publication type will need to be inventoried. •5.1.1. Records will contain bibliographic, item, and processing metadata fields. •5.1.2. In most cases there will be a one physical item to one database record correlation. In some cases several publications within the same series have been bound together in a single hardbound book and multiple records will need to be entered. •5.1.3. Inventory must establish and enter all bibliographic data in accordance with MARC standards, as applied by GPO Superintendent of Documents. A significant percentage of the publications to be inventoried will fall within a specific Series, such as the Code of Federal Regulations or the U.S. Code. •5.1.4. Attached is a listing of likely metadata fields that the contractor will be required to enter. •5.2. Assignment of unique barcode for each publication : •5.2.1. Each publication is to be assigned a unique barcode and barcode number. This applies to multiple pubs within a single bound volume. •5.2.2. A barcode label is to be attached to 8 ½ X 11" sheet of paper and inserted in the publication. The barcodes will be supplied by GPO. •5.3. Publications are to be placed in a carton labeled with a carton barcode number, which is also entered into the publication record. •5.4. Specific processing metadata will need to be determined from reference data provided to contractor and then entered into the record. For example Priority number & Batch number information: •5.4.1.1.1. All publications to be inventoried will belong to a priority or a priority/batch group of titles. •5.4.1.1.2. GPO will supply a list establishing the Priority Number and corresponding batch numbers to be assigned to publications. •5.4.1.1.3. The contractor will use the publication in hand to establish the corresponding Priority and sometimes Priority/Batch number to be assigned and entered into the system. •5.4.1.1.4. The GPO contact is to be notified when a designation is unclear. •6. System data entry: Information will be entered into a database application. •7. Computer and barcode reader equipment: GPO is considering two options. Work will be performed on equipment belonging to either GPO or the contractor. If contractor supplies the equipment then it must meet necessary specifications to adequately perform the job and be compatible with GPO's existing system(s). •7.1. Work offsite will require the use of the contractor's equipment. •7.2. Work onsite will provide the option of using: •7.2.1. GPO computer and bar code reader equipment, or •7.2.2. Contractor supplied computer and bar code reader equipment. •8. Post inventory repackaging of publications. Upon inventory of the publications they are to be repackaged in the following manner. •8.1. GPO to supply cartons. •8.2. Carton Barcode numbers are to be generated by contractor in accordance to number schema and symbology supplied by GPO. •8.3. Cartons are labeled as specified in the contract and then placed on pallets in numerical sequence. •8.4. Pallets are to be shrink wrapped •9. Quality control. •9.1. The contractor is to verify that all work is being performed as required. •9.2. GPO will conduct its own QC to confirm contractor compliance. •9.2.1. Metadata error rates higher than 5% will be considered as a failure to meet the contract requirements. •9.2.2. Periodic and random testing by GPO will be conducted. •9.2.3. Errors identified by GPO may be returned to the contractor for correction. •10. Security: Materials are to be monitored so that none are removed from the work site or building, even on a temporary basis. •11. In addition to your company's capability statements, responses to this Request for Information (RFI) for GPO shall include the following options: •11.1. work performance location: •11.1.1. GPO site, or •11.1.2. Contractor site, •11.2. computer and bar code reader equipment: •11.2.1. GPO supplied, or •11.2.2. contractor equipment. •12. Also include estimated cost to have the following combinations of work performed. Provide an estimated cost structure for any, or all, of the following approaches that your company would consider: •12.1. Cost to perform work on GPO site, enter data into a streamlined database application, and use contractor equipment •12.2. Cost to perform work on GPO site, enter data into a streamlined database application, and use GPO equipment. •12.3 Cost to perform work off site, enter data into a streamlined database application and use contractor equipment. Site visits will be held on August 8 th, 2008 at 11:00pm. The purpose of this site visit is to allow interested parties to see the documents that need to be inventoried. Capability statements/package format is left to the discretion of the sources. Only written inquiries will be accepted with regard to this notice, therefore, telephone inquiries will not be accepted.
