Description
The National Cancer Institute (NCI) plans to procure as a sole source the brand Luminescent Image Analyzer LAS-4000 System with FujiFilm Medical Systems U.S.A.; 419 West Ave.; Stamford, CT 06902. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. No faxed or emailed capability statements will be accepted. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 1:00 PM EST, by August 12, 2008. All questions must be in writing and can be faxed or emailed to: Melissa Marino, Contract Specialist via electronic mail at marinome@mail.nih.gov or fax to 301-402-4513. It is the vendors' responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA). Reference: NCI-80143-MM on all correspondence. Part I: Background information and description of requirements: The Laboratory of Molecular Biology (LMB) is currently using various types of X-ray and non-digital systems for data collection and storage. These images then have to be scanned if the data is to be analyzed. Film can easily be lost or fade over time leading to the irreversible loss of data from experiments. From a technical standpoint, X-ray film saturates very quickly making it difficult to obtain good images within the linear range of the film's sensitivity. The LAS-4000 is a luminescent image analyzer with very high sensitivity to collect image data, digitize it and allow direct analysis. It will also replace traditional less sensitive X-ray film. The instrument will be housed in the Laboratory of Molecular Biology at NCI for use by all its members. It will allow digital acquisition and long term storage of data on the LMB servers that are backed up daily at NCI. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1)For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. Justification: FujiFilm Medcial Systems in the USA which distributes this instrument from the Fuji Corporation in Japan is the only source known to the NCI that can satisfy the requirements for this instrument. The Fuji cooled CCD camera has the highest resolution and sensitivity on the market. It generates about 6.3 M pixel densities (3072 x 2048) and provides the sharpest images we have seen in the tests. The camera can also capture wavelengths from 312-710 nm a UV to infrared range and the software that comes with the instrument is the simplest to use and runs on the Mac computers our laboratories are equipped with. Only the proposed source can furnish the services, having alternative equipment would not provide us with the best results as we have seen in our tests and there is no other known supplier than FujiFilm. The following salient characteristics apply to the LAS-4000: 1.Must be compatible with the LAS-3000 because the laboratory has data collected using the LAS-3000. For consistency of results, the continuing studies must be done with the same type of instrument. 2.Camera sensitivity must be maximal for detecting low signals and be capable of generating octagonal 6.3 Million pixel density for a 3072 x 2048 resolution array. 3.Camera detection range of wavelengths: 312-710 nm (UV to Infrared range). 4.The Image Capture system must run on a Mac platform since the great majority of LMB is Mac based. 5.Analysis software must run on the Apple operating system, because the laboratory uses Apple computers exclusively. 6.The system must have adjustable shelf positioning for imaging different thickness western, southern, and northern blots, mice, and various types of culture plate. 7.The system must be expandable to include mouse imaging capability.
