The United States Government, represented by the Department of State, is seeking applications from U.S. citizens interested in providing the PSC services described in this solicitation. CLOSING DATE/TIME SPECIFIED: 8/28/08 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET 4. POSITION TITLE: Eradication Nationalization Advisor 5. COMPENSATION: FP-03 (range $62,631 to $91,976 with danger pay, 15% post differential of 5%) 6. PERIOD OF PERFORMANCE: October 2008 - October 2009 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below General Statement of the purpose of this contract and responsibilities of the contractor: A) Background: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. Proposed position would provide implementation, direction, and execution oversight in support of the nationalization process of NAS Aviation Unit (NAU) aerial eradication assets. The primary responsibility of this position will be to help the Government of Colombia gradually assume greater control and responsibility for funding of counternarcotics programs, while developing concrete reductions in U.S. assistance. B) Purpose: The purpose of this personal services contract position is to provide a Nationalization Advisor for the Aerial Eradication Program in Colombia. The incumbent is responsible to the Aerial Eradication Program Advisor and Senior Aviation Advisor for providing implementation, direction, and oversight of the Aerial Eradication Program nationalization efforts. The candidate carries out high-level interagency coordination among the American Embassy, US Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Colombian Military Forces, Colombian National Police, institutional contractors, and other U.S. and Colombian participating agencies. C) Supervisory Controls: The incumbent reports to and is supervised directly by the NAU Aerial Eradication Program Advisor in all matters pertaining to program design, implementation, and management. However, the individual exercises wide latitude for independent action, initiating projects, executing approved programs, and conducting general supervision. The incumbent may coordinate directly with the INL Office of Aviation and the U.S. Embassy for purposes of this program. Completed work is reviewed for timeliness and effectiveness. 8. Statement of Work: A) Establish timelines, milestones, and the desired end state for nationalization of the NAU Eradication Program based on input from the NAU Eradication Program Manager, NAU Senior Aviation Advisor (SAA), the NAS Director, and Department of State (DOS) Bureau of International Narcotics and Law Enforcement, Office of Aviation (INL/A). This process will involve the overall management and oversight of the transfer of eradication aircraft and related equipment to the Government of Colombia for the seamless continuation of the aerial eradication effort. The Nationalization Advisor will provide periodic reports to the SAA and NAU Eradication Program Manager reflecting host nation activity and progress toward the DOS nationalization goal. B) Develop tactics, techniques, and procedures (TTP) in conjunction with the contractor and INL/A training and standardization staffs to be subsequently employed by the host nation for enhancing aerial eradication operations. Provide operational direction and guidance to host nation aviation personnel for the ultimately assumption of full responsibility of the destruction of illicit crops and interdicting the flow of the finished narcotic products out of Colombia. Develop, coordinate, organize, and implement comprehensive operational systems and procedures, based on INL/A guidelines, to be implemented by the host nation subsequent to nationalization. These systems and procedures will be based on the Department of State Aircrew Training Program, Aviation Operations Directives, and Guide to Aviation Training and Standardization. C) Coordinate and oversee periodic in-progress reviews (IPR) to ensure the nationalization process is progressing satisfactorily. This effort will include ensuring that the host nation develops working groups that represent all areas of the eradication effort to be nationalized; that the host nation develops a table of organization and equipment (TO&E) that accurately reflects the requirements of the aerial eradication effort; that the host nation develops effective training plans for aircrews, maintenance, and general support personnel; and to ensure the Government of Colombia creates accurate estimates of the financial obligations that will be necessary to effectively take over this mission. D) Collect, review, and disseminate information related to the financial impact the nationalization process will have on both the DOS and Government of Colombia. Provide this information to the NAU Eradication Program Manager, the SAA, and the NAS Director. Estimate future budget shortfalls and/or overruns during the nationalization process and recommend remedies to be submitted to INL/A for potential action. 9. Minimum Qualifications A) Basic knowledge of and experience in the formulation of plans and policies pertaining to eradication of illicit crops using the aerial application of herbicides; B) Basic knowledge of platforms used for aerial application and spray systems utilized; and C) Basic knowledge with Geographic Information Systems used in the conduct of aerial eradication, such as FalconView, Del Norte, or similar systems. 10. Required Qualifications A) U.S. citizen, subject to Department of State Secret level security clearance; B) A Bachelor’s Degree in international affairs, geopolitical studies, economics, business management, finance, or political science from an accredited institution with six years related experience; or relevant Master’s Degree with four years related experience. Related experience includes at least one of the following: military aviation operations; project management; government contract oversight; and/or counter-narcotics/counter-terrorism operations; C) Be physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations; and D) Knowledge and skill in the operation of desktop computer systems 11. Required Skills/Abilities A) Experience in dealing with a myriad of individuals who come from diverse cultural, ethnic, and technical backgrounds, including mechanics, pilots, and supervisors, intermediate and senior level managers, and senior officials of both the U.S. and Colombian governments; B) Ability to perform assigned duties with a minimum of supervision and take initiative as a self-starter; C) Ability to deal with U.S. and Colombian counterparts in a program that is of extreme importance to the governments of both nations; and D) A minimum Spanish language proficiency at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is required. A level R/3, S/3 in Spanish is preferable 12. Complexity: Incumbent must apply specialized and professional knowledge to oversee the nationalization of assets under the DOS Aerial Eradication Program in Bogotá, and at multiple forward operating locations. Assignments include analysis of all facets of operations and management that function within an integrated program of diverse CN missions. The incumbent is responsible for coordinating recommendations from staff officers, as well as consulting with the NAU Eradication Program Manager, the NAU Senior Aviation Advisor, and the INL/A Director of Operations regarding the impact of the nationalization process. A) Assignments for the Eradication Nationalization Advisor include analysis of all facets of transfer of equipment and technology, and involves a fleet of fixed wing and rotary wing (tactical and transport) aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include aerial eradication operations, forward area re-supply/replenishment/sustainment activities, and general CNP aviation operations. B) Incumbent must apply specialized and professional knowledge to supervise NAS Aviation Unit personnel and aviation support contractor at main operating base and at multiple forward operating locations throughout Colombia. C) The incumbent oversees multi-national/multi-cultural host nation employees and contractors, plans, policies, and procedures for the INL/A. Coordinates recommendations from staff officers, consults with the Aerial Eradication Program Manager and the Senior Aviation Advisor regarding ongoing projects, provides guidance to contractor, CNP Aviation, and oversees implementation of the nationalization effort. D) The incumbent performs continuous analysis of nationalization issues that could affect the efficiency of the nationalization process and negatively impact on the aerial eradication effort. E) The incumbent provides oversight of the nationalization process, provides advice to the U.S. Government, and manages the process of U.S. institutional contractor handover of operations to the CNP in Bogota and at multiple forward operating locations within Colombia. 13. Scope and Effects: The primary purpose of the position is to assist the Senior Aviation Advisor and Aerial Eradication Program Manager in the overall management of the NAS nationalization process. Carrying out of assignments may involve extensive analysis and investigation in order to detect and resolve problems that could adversely impact the effectiveness of future international narcotics control programs. 14. Personal Contacts: Contacts include senior officials throughout INL, the contractor, other U.S. Government federal agencies, the U.S. Department of Defense, Colombian Ministry of National Defense, and Colombian National Police. 15. Purpose of Contacts: The incumbent serves as the NAU liaison with the CNP regarding nationalization matters and, as such, must often employ persuasion, diplomacy, and cooperation to achieve USG goals. Assignments may include active participation in management-level conferences, meetings, and surveys conserving INL/A policies, procedures, and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. 16. Physical Demands: The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 17. Work Environment: The works is primarily conducted in an office or aircraft hangar with frequent travel to field sites for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of narcotics traffickers and illegal armed groups and therefore pose a risk to the incumbent while at these sites. 18. Position Elements: A) Supervisory Controls: The incumbent reports to the Aerial Eradication Program Manager. The Contract Administrator shall be the INL/RM Contracting Officer. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision of the Senior Aviation Advisor or Deputy. Completed work will be reviewed for timeliness and effectiveness. B) Exercise of Judgment: Exercises sound judgment in the management of personnel and resources of the aviation and eradication programs. Possesses or acquires detailed understanding of operating controls and of the information management systems used in NAS aviation and ground operations. C) Authority to make commitments: As authorized in writing by NAS. D) Nature, Level, and Purpose of Contacts: The incumbent serves as the NAU liaison with the CNP regarding nationalization matters and as such, must often employ persuasion, diplomacy, and cooperation to achieve USG goals. 19. Evaluation Criteria: A) Factor 1. (Contract Oversight) Candidate’s ability to (a) perform oversight and evaluation of contractor activities, to include reviewing and monitoring contractor operational procedures; (b) prepare periodic reports on contractor performance and provide comprehensive award fee input; and (c) provide direction and guidance to the contractor for the purpose of carrying out nationalization in support of continuing counter-narcotics efforts in Colombia. B) Factor 2. (Assist Nationalization Effort) Candidate’s ability to (a) assist the Aerial Eradication Program Manager and the Senior Aviation Advisor in directing and coordinating the nationalization of aircraft and technology to the Colombian Government for the purpose of destroying coca and poppy crops and provide follow-on support to the program; and (b) provide instruction and guidance regarding post-nationalization support to the Colombian counter-narcotics program. C) Factor 3. (Develop, Coordinate, Organize and Implement Nationalization Support) Candidate’s ability to (a) develop comprehensive nationalization support for continued aerial eradication efforts within established guidelines and procedures; (b) implement nationalization support plans, Standing Operating Procedures (SOPs), establish procedural milestones; (c) and oversee the transition of aerial eradication operations to the Colombian Government. D) Factor 4. (Past Performance) Candidate’s previous experience and quality of performance. Evaluators may use all information available at the time of the evaluation, whether provided by the applicant or obtained from references. VI.COMPENSATION AND BENEFITS A.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. B.
