Description
The Army Heritage Education Center located at the U.S. Army War College, Carlisle Barracks, PA requires living history and historical interpretation services of professionally trained personnel with experience in the conduct of museum and historic site tours for the purpose of executing coordinated historical tours on the Army Heritage Trail at AHEC and off-site educational programs at schools, army training facilities, and other organizations. The Contractor shall provide professional living history interpretive and historical tour support services. Such services will include the necessary education, equipment and staff to describe to small audiences, the lifestyle, experiences and historical context of the American soldier experience in multiple time periods. The Contractor shall manage all technical and administrative tasks associated with the planning, initiation, execution, and completion of the educational and historical tour program support for the AHEC. The Contractor shall furnish all supervision, materials, staff, transportation and program support materials as needed, to fully carry out the requirements set forth in the Statement of Work. The Contractor shall provide professionally trained, experienced staff possessing the skills, knowledge, and training to satisfactorily perform the services required by the contract. The Contractors interpreters will have the capability to perform the program(s) representing the manners, dress and persona of a soldier of the Civil War, WWI or WWII period. They shall have interpretive training and the Contractor must demonstrate for the Government through qualifications and presentation that the individuals selected have historical interpretation experience. The Contractor shall support all tours and visits with these selected individuals. A tour and visit can happen at anytime the AHEC or the Army Heritage Trail is open to the public. Each tour averages, but is not limited to, 1.5 hours in length. Between 2006 and 2007, the AHEC averaged 150 different tours. The Contractor will provide 10 sets of uniforms, equipment, accoutrements and non-firing replica firearms for each of the three distinct military time periods. The supplied equipment will allow the organization to represent specific units within those time periods. The time periods to be represented are the American Civil War, World War I and World War II. The units to be portrayed will be as follows: 1st Michigan Infantry Regiment - 1863, 116th ID, 28th Infantry Division 1918, 325th PIR, (Parachute Infantry Regiment) 1945 The contractor will be notified of the unit to be portrayed prior to the start of the contract. As the work will be performed in the state of Pennsylvania and the anticipated audiences will include schoolchildren, the Contractor shall ensure personnel performing work are PA Act 34 and 151 certified to work with children. The Period of Performance for these services for a base year of; Date of Award 31 August 2009; to include one option period of 1 September 2009 31 August 2010. This requirement is unrestricted.
