Description
The U. S. Fish and Wildlife Service (Service), located in Arlington, VA, is seeking eligible sources capable of completing work as descrived below. SERVICES TO BE PERFORMED 1.VENDOR shall develop a complete software system, fully customized to Service reporting standards, containing the following features:a.Field and web-based data entry, by either Consultant or Service personnel, of all information required for complete "Full" and "Check" bridge inspections using Service standard reporting formats and information. All Service bridge inventory and appraisal information, including photos and graphics, will be stored in the database.b.Ability to transmit the above information to a Service hosted, VENDOR supported, secure, centralized database that is available via web browser to all authorized parties.c.Ability to export all stored, non-graphic information to csv, txt, or other common file format. d.Ability to update and edit all information via web browser.e.Ability to collect and store complete data for Underwater Inspection and Fracture Critical Elements. f.Ability to store documents such as test results, underwater inspection reports, and other special inspections, prepared in pdf format, and link the documents to the corresponding Service generated inspection data.g.Allow import of graphic images in tiff, jpg, bmp, or other formats and associate user input captions with any photograph. h.Ability to pre-populate editable inspection fields using the most recent inspection data.i.Access to menu-driven help information that is pertinent to current form. Help menus should:"Provide relevant code or regulation citations including but not limited to Bridge Coding Guide data; "Include industry accepted, context sensitive element assessment guidelines (such as those contained in the Bridge Inspector's Reference Manual);"Be available at all times; "Allow for switching between help and data input forms without loss of data.j.Ability to generate standard Service reports, including Full, Check, Special, and Urgent Item memos, in a printable format such as pdf. Reports will match attached Service standard reports as closely as possible.k.Ability to generate and print Ad hoc reports from user generated queries on an as-needed basis.l.Ability to automatically extract data required for submission to the FHWA NBI in a format that is compatible with FHWA utilities.m.Ability to filter data extracted under previous feature.2.VENDOR shall prepare a user manual for the application developed under item 1.3.VENDOR shall provide a minimum of four hours of training for not more than 15-20 people. 4.VENDOR shall import all pertinent data contained in the Service's existing bridge safety program database and incorporate this data into VENDOR developed Service application. The Service will work with VENDOR to provide the data in a format compatible with the VENDOR's application platform. Currently, the Service's database contains records for approximately 750 bridges and each record contains approximately 200 fields.5.VENDOR shall insure that application is compatible with FWS' security requirements and Security Technical Implementation Guideline (STIG).6.VENDOR shall ensure the software provided meets the requirements in Section 508. The software must be accessible to persons with disabilities, including but not limited to compatibility with screen readers, each page must have labels visible to a screen reader, and users with any mobility impairments must be able to navigate the system using tabs.
