Description
The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) is soliciting sources to provide expertise in support of an independent management assessment of a state turnpike authority?s policies and operations. The Volpe Center is seeking sources to support an evaluation of all aspects of a state turnpike agency?s performance with the goal of identifying and recommending organizational and process efficiencies.Specifically, the source the Volpe Center seeks requires significant senior managerial experience with a local or state level turnpike authority in financial management, asset management, program management, and the evaluation of project delivery, operations, and maintenance processes. The source must have proven expertise in the topics listed above as represented by experience as a professional engineer, advanced academic training in business and public policy, and publication of articles on topics relevant to turnpike authority management in trade magazines. Additionally, the source must be knowledgeable of best practices among state turnpike authorities in tolling and ITS technologies.Specific efforts will include, but are not necessarily limited to, providing analytic support for the development and review of an evaluation of the turnpike authority?s: financial performance and projected capital needs; efficiency and effectiveness of operations, maintenance, and project delivery processes; current asset management practices compared to best practices; and current and potential use of non-toll revenue sources. Interested offerors must submit a capabilities package demonstrating their experience. The offerors must include in the package the following: (1) A summary of proposed staff having senior management experience at a state or local Turnpike authority in one or more of the areas defined in the sources sought, including past relevant education and employment experience which describes the roles, responsibilities and timeframes of work for this staff, and whether applicable professional engineer (PE) licensure has been obtained; (2) Up to 5 relevant project descriptions (no more than a page per project description) demonstrating their consultant expertise to a State Turnpike Authority in financial analysis, asset management evaluation, and/or business process improvement, etc.; and (3) A copy of a relevant trade journal article applicable to a management assessment of a Turnpike Authority. Information provided should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services. The summary of proposed staff and past performance descriptions together should be conveyed in no more than ten pages. Page size is set at 8 X 11 and text should be doubled spaced. Each response must reference the Sources Sought title. Interested parties must respond to this announcement in writing within 15 days of publication. Telephonic requests will not be honored.This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organizations or small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government.
