- The VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source buy with Luminetx Corporation, of Memphis, TN for a Vein Viewer System, in connection with mission objectives of the Surgery Department, at the Edward Hines Jr., VA Hospital, Hines, Illinois. To the best of our knowledge Luminetx Corporation. is the only manufacturer of a system that provides a product that has (a) a combination of near-infrared light and patented technologies to image vascular structures, thus allowing physicians, nurses and other healthcare professionals to clearly see accessible vasculature (or lack thereof) in real time, directly on the surface of the skin; (b) projects the image of the vasculature directly onto the patient's skin, focusing attention on the patient during the procedure rather than on a secondary monitor; and (c) does not cause cross-contamination of patients because there is no contact between the patient and the Vein Viewer, providing ease in the determination of arteries from veins if one or both fall within the viewing depth employed by the technology, from the surface of the skin to approximately 6 to 8 mm deep. This procurement is being conducted in accordance FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The resulting contract will be firm fixed price and the NAICS Code is 334510. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements aforementioned, then firms must furnish detailed information about its products and or services, as well as references from other customers who are using these products and or services. This information must be submitted to the Contracting Officer within (8) calendar days from the date of this synopsis publication. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement, to include FDA approval/compliance certification. Information must be sent to the Contracting Officer, VAMC GLAC, 5000 W. National Ave Bldg. 5, Milwaukee WI 53295 or via fax to (414) 902-5440. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice, is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Luminetx Corporation.
