Description
This publication serves as a notice of intent to negoiate a sole source contract with Ross and Associates for NOAA, National Marine Fisheries Service to assist with the preparation of a report on actions taken in the Klamath Basin to restore salmon habitat and to address the 2003 National Research Council's recommendations regarding monitoring and research of salmon populations. Also, the report will include the status of Klamath River anadromous fish populations. Task 1. Assist in the development of a report on Klamath River salmon habitat restoration, monitoring, research, and status. 1.a. Develop Klamath River Salmon report outline in conjunction with the National Marine Fisheries Service (NMFS) Southwest Region (SWR) Arcata Area Office which includes: (a) actions taken under the Magnuson-Stevens Reauthorization Act mandated Klamath River Coho Salmon Recovery Plan and other laws relating to the recovery of Klamath River coho salmon and how those actions are contributing to its recovery; (b) progress made on restoration of salmon spawning habitat, including water conditions as they relate to salmon health and recovery, with an emphasis on the Klamath River and its tributaries below Iron Gate Dam; (c) the status of other Klamath River anadromous fish populations, particularly Chinook salmon; (d) the actions taken by NMFS and other entities to address the 2003 National Research Council recommendations (NRC, 2003. Endangered and Threatened Fishes in the Klamath River Basin; Causes of Decline and Strategies for Recovery) regarding monitoring and research on Klamath River Basin salmon stocks. 1.b. Work with SWR Arcata Area Office to produce maps for development of graphs and tables. Review, analyze and finalize all report products including graphics, maps, and tables. 1.c. Generate an initial draft report in conjunction with the SWR Arcata Area Office and deliver by October 15, 2008, based on scientific information available as of September 10, 2008. This will include development of draft text and graphics, and proposed layout of text and graphics (including maps) into the draft document. 1.d. Circulate the draft report for review to all contributing partners, compiling all comments for incorporation in final draft. Approximately one month should be allowed for reviews to be conducted. 1.e. Develop a final draft report based on the first draft, incorporating comments, and revising graphics and text as needed for SWR editing and legal review. The final draft should be put into pdf format and posted on website for Southwest Region access on December 15, 2008. 1.f. Assist SWR Arcata Area Office in agency review of document with revisions and discussions as necessary. Modify pdf version of the final draft as revisions become available. 1.g. Dependent on agency clearances complete the final Klamath River Salmon report on January 30, 2009 and provide a print ready version for submission to a GPO approved printer. (3) Contract needs to be awarded by August 15, 2008, in order to meet Congressionally-mandated deadline for the product. The government intends to negotiate a firm-fixed price contract with period of performance that will start August 15, 2008 and end January 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
