Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) in partnership with the Electronic Proving Ground (EPG), Yuma Test Center (YTC), and White Sands Missile Range (WSMR) is seeking industry information on available products and technologies to further define/refine the requirements and the acquisition approach for the Range Radar Replacement Program (RRRP). The draft RRRP Test Capabilities Requirements Document (TCRD) is available upon request. Once the TCRD is approved, all the performance specifications and Statement of Work (SOW) will be derived from the approved TCRD. Sources sought may address available products and technologies to produce components or a complete capability to provide new test capabilities to fully support all current and emerging test customer requirements while simultaneously reducing the overall radar fleet life cycle costs. It is critical that these new test capabilities reduce operational cost through remote control operation and smaller crew size requirements. It is desired that this system be used to replace as many of the current range radars and perform in the four radar zone as defined in the attached document. The RRRP will be a comprehensive solution to EPG, YPG, ad WSMR. PM ITTS is the lead for the acquisition of this capability. Background: Interaction with Industry will be a multi-step process. Step one is the release of the complete Request for Information (RFI). It is the Government intent to conduct an Industry Day at Orlando, Florida on the 14 August 2008. The intent of the Industry Day will be to clearly present the Governments requirements to potential bidders. Once the Industry Day is complete, Industry will have the opportunity to participate in one on one interaction with the customer during the afternoon of the 14 August 2008 and all day during the 15 August 2008. Responses to the RFI will be completed 60 days after the Industry Day, specifically 14 October 2008 or sooner. Step two, if required, will be the opportunity of potential bidders to tour the ranges during the week of 18 29 August 2008. The range tour request must be submitted to the Point of Contact (POC) by COB 15 August 2008. The Governments intention is to better understand the current state-of-the-art and to determine the best acquisition approach. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. This RFI is an expression of the Governments interest only and does not obligate the Government to pay for the requested information nor respond to any submissions. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. There is no limit on your formal white paper submission include cover letter and white paper. In addition, you may include up to five attachments that consists of pre-printed commercial brochures or sales literature. Electronic submissions are strongly encouraged. Electronic responses shall be in MS Word or Adobe PDF format. Detailed Requirements: PM ITTS is looking for suppliers who can provide radar platforms that may be used alone or in conjunction with other systems to provide the required capability. Technologies of specific interest include radar systems such as imaging or non-imaging electro-optical systems to provide the required capability. Commercial and non-development solutions are preferred where the end-system would provide the capabilities stated above. PM ITTS is also interested in suppliers that can provide a completely integrated capability. All respondents are asked to provide the following: 1.A technical description of the potential solution or complete capability. The description should answer the following: a.What part of the overall capability your solution addresses? b.Does your system meet the remote operability requirements? If not, what modifications will your system require to meet the threshold and/or objectives? c.How does your solution work? What are its limits? d.What are the physical dimensions and weight of your solution? How much power does it use? e.How effectively has your solution been used in similar range test and evaluation requirements or outdoor applications? f.What evidence exists that your solution is applicable if it has not been used in similar in range requirements? g.How mature is your system? Is it new development? Does a prototype exist? Is it similar to previous successful developments? Is it an extension or evolution of an existing product? Is it already in production? h.How much of the design will be integration of Commercial components? What type of components are parts of your solution. What part of the solution has to be developed? 2.A schedule estimate from contract award to operational capability. 3.A cost estimate to produce the initial capability and any cost reductions for additional capabilities. 4.Recommendations where performance can be traded for reduced costs or where performance can be added for little or no cost. 5.Identification of inconsistencies in the draft Test Capability Requirements Documents and any unrealistic requirements? The Government will accept all or none of the comments provided to the draft TCRD? 6.Identification of critical technical/cost/and schedule drivers. 7.A description of the contractors familiarization of TENA requirements? 8.A detailed approach to logistics management? 9.Any history of sustainability costs of the proposed system solution? Will the contractor be able to demonstrate a quantitatively reduction in operational cost and smaller crew size requirements? 10.Identification of any areas needing science and technology development? 11.Recommendation on acquisition approach.
