Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ8221 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code 339112, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a MicroCalorimetry. The following instrument and products may be acquired under this acquisition: item/Description/ Quantity: Isothermal Titration Calorimetry, qty-1, which includes the following; 1) Ultrasensitive Isothermal Titration Calorimetry with syringe tower, 2) VP-Control Unit (including monitor) Network compatible, 3) ORIGIN, VPViewer, Microsoft Windows XP Professional, 4) Black and White LaserJet Printer, 5) ThermoVac degassing station, filling/cleaning assemblies, three injections syringes, 6) Start-Up accessories and operating manuals, 7) On-site installation and instruction. The instrument must meet the required specifications of the operating temperature range of 2 to 80C, minimum response time of 20 seconds, cell design Hastelloy 1.4 ml non-capillary type (fixed in place, non-removable), and cell-to-cell heat compensation power feedback. MicroCalorimeter comes with a standard 1-year warranty with repair and replacement of any component found to be defective within one year of purchase. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. This is a firm fixed-price contract and the FOB term is Origin and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time on Monday, August 13, 2008.
