Description
Purpose and Need There is a long-standing gap in data needed to understand how freight flows through the Marine Transportation System (MTS), especially domestic freight. This cripples strategis planning and seriously limits identification of optimal Marine Highway corridors and projects. The Maritime Administration is committed to the Marine Transportation System National Advisory Council (MTSNAC) to identify these gaps, specifically in domestic freight data. We also lead the Committee on the Marine Transportation System (CMTS) Data Integrated Acton Team which is also grapping with the same issues. To meet these obligations, we need a comprehensive study to assess gaps between government and private sector freight data, develop long term solution and develop ways to close the gaps in the short term. Project Approach The Maritime Administration (MARAD) will retain a contractor to perform an overall assessment of the Government resources on marine data, identify gaps in these resources, and develop ways to close the gaps. This work will build on the momentum of previous studies done for the Department of Transportation and the Maritime Administration. In addition to providing the capability to perform ad-hoc analysis as needed, there are six major areas that a robust data collection system needs to address. These are: 1. Cost-benefit analysis2. Forecasting3. Investment decisions, including funding and financing4. National policy including goals, standards, and performance measures5. Rules, regulations, and legislative proposals6. Economic Impact Assessment Work Plan The contractor will assist in the following Task Areas: I.. Assessing gaps between government-wide marine freight data needs and current marine trade and freight data collection efforts --determining the gaps between data that is currently collected and data that needs to be collected. Subtasks include: a. Inventory current data collecton efforts b. Review previous efforts to define data needs c. Interview key stakeholders to update data needs statements d. Develop "data gaps" analysis and evaluations e. Develop proposed solutions and recommendations II. Mapping long term needs for improving marine freight data collection (electronic manifest development, development of cost data, etc.). This will focue on the respective roles of various public and private sector stakeholders, the potential to modify and/or integrate existing programs, and the potential need for new programs. III. Examining short term options for improving marine and trade freight dta. This will focus on successful near-term implementation of data improvement measures, primarily addressing collection, use, integration, and dissemination. IV. Determinining steps that must be taken to adjust existing "products/resources" to better meet stakeholders" marine freight data needs, and for each step, assigning specific timelines and responsibilities. The overall effort will assist in identifying wide-ranging freight policy analysis needs, and a process for ensuring that data collection efforts satisfy stakeholders" freight data needs. Schedule and Deliverables A draft findings and recommendations report will be produced within 2 months. It is expected that the contractor will submit a working draft of the report to the Maritime Administration for comment by October 15, 2008. Comments will be provided to the contractor by October 31, 2008. Comments will be reflected in a final report due to the Maritime Administration on November 30, 2008.
