Public Notice Posted on: July 29, 2008 PART: U.S. GOVERNMENT PROCUREMENT SUBPART: CONTRACTS/SERVICES/ANALYTICAL OFFADD: US DEPARTMENT OF COMMERCE, National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic and Meteorological Laboratory, Miami, FL REF NO: NRMAD000-8-6304 POC: Ulises Rivero, (305) 361-4438 SUBJECT: The Atlantic Oceanographic and Meteorological Laboratory (AOML), located in Miami, Florida intend to Charter a small boat to conduct a long term study of the heat flux across 27 degrees North latitude in the Atlantic. AOML is currently conducting a long term study of the heat flux across 27 degrees north latitude in the Atlantic. As part of this study the total heat transport of the Gulf Stream in the Straits of Florida needs to be measured. To provide this measurement a series of two one-day cruises (typically) are made. A small boat is used to deploy a dropsonde at nine locations between Palm Beach, Florida and West end, Grand Bahamas Island. At each site the average current and temperature structure of the water are measured to compute the total heat being transported north by the Gulf Stream. Therefore, AOML must Charter a small boat approximately 8 to 10 days per year for these cruises. In order to minimize transit time to the work area and complete the cruises within one day, the small Boat must be based near the location of the dropsonde sites. In addition, since it is scientifically crucial to make these cruises simultaneously with the arrival of the AX-7 high density vessel, multiple boats must be available for use in case of mechanical breakdowns or scheduling conflicts. The boats must both of sufficient size to carry all the AOML equipment needed for the work and they must have the range and speed necessary to make the crossing and perform the work at the nine sites within one day. A survey of the Palm Beach area was conducted and the Sailfish Marina was the only facility that satisfied these criteria. They are the closest marina to the west end of the line of deployment sites and there are more than four boats based there that could be used for our work. Therefore, the Sailfish Marina was selected for this work. The government knows of no other company able to supply this type of equipment besides Sailfish Marina. Only Sailfish Marina will meet planned scientific data collection goals. Firms who believe they provided this type of service that will meet all the requirements specified herein, including form fit, and function, and delivery must furnish detailed information concerning their capability to provide the supply and satisfy the Government's needs. Along with descriptive literature on the equipment being offered must be provided. In addition shall include name, telephone number and address of concerns for which you have furnished this type of equipment previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Sailfish Marina through the commercial acquisition process. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
