- Description
- The Huntington District Corps of Engineers intends to procure up to three Indefinite Delivery Indefinite Quantity Contracts for Various Small Construction Projects within the Boundaries of the Great Lakes and Ohio River Division. Geographical boundaries for the Great Lakes and Ohio River Division include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. The contract(s) will require the contractor to be capable of mobilizing sizeable crews to multiple work sites and provide multimillion-dollar bonding capability. The contractor shall furnish all supervision, labor, supplies, and materials necessary to perform work associated with task orders. Contract period will be for a base period of one year with a provision for 4 (four) option years for a total amount not-to-exceed $15 million for each contract awarded. The contract(s) will be awarded to the Offeror(s) whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors which are listed in descending order of importance.: (A) Technical Capability and Specialized Experience, (B) Past Performance, (C) Equipment, (D) Management and Administration, (E) Price, and (F) Small Business Participation. Contract type will be an Indefinite Delivery Indefinite Quantity Contract, competitively negotiated. Work will be issued by negotiated firm-fixed price or time-and-material task orders. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of work it intends to subcontract. The plan is not required with this submittal. A Quality Control Plan will also be required prior to commencement of any work. The NAICS code for this procurement is 237990, which has a size standard of $31.0 million in average annual receipts. Solicitation documents will be available 13 August 2008.
