Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA has a requirement for a contractor to provide ecosystem modeling support for the Atlantis Model. The Atlantis Model is a simulation modeling approach developed by CSIRO scientists in Australia, achieves the crucial goal of integrating physical, chemical, ecological, and fisheries dynamics in a three-dimensional, spatially explicit domain. In Atlantis, ecosystem dynamics are represented by spatially-explicit sub-models that simulate hydrographic processes (light- and temperature-driven fluxes of water and nutrients), biogeochemical factors driving primary production, and food web relations among functional groups. The model represents key exploited species at the level of detail necessary to evaluate direct effects of fishing, and it also represents other anthropogenic and climate impacts on the ecosystem as a whole. Atlantis is intended as a strategic management tool that allows one to identify tradeoffs between species, fleets, and management goals, and to identify effects of management policies. Proposed contract includes the following tasks: 1. Improve Atlantis ecosystem model of the Gulf of California, including addition of larval dispersal to modeling framework 2. Collaborate with FRAMD scientists to examine the effects of different management actions in the Gulf of California. 3. Collaborate with FRAMD/NWFSC scientists in the creation of a tool that can be used to make similar assessments in other stocks. 4. The vendor shall collaborate with FRAMD/NWFSC scientists to interpret results and report those results in manuscripts that will be submitted to peer-reviewed research journals. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. A firm-fixed order will be issued with period of performance that will start from Nov 1, 2008 through Nov 30, 2009.
