Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for non-personal services of a nationally recognized accredited university to award the Degree of Doctor of Science in Clinical Orthopaedics (DoSCO) for selected resident Physician Assistants. This is a multi-year program for those residents who are selected to and successfully complete the course of instruction. The Physician Assistant Branch of the Army Medical Department Center and School (AMEDDC&S) will oversee this post-graduate Orthopaedic-Physician Assistant education program through the pursuit of academic and clinical excellence. The Orthopaedic Physician Assistant will provide quality orthopaedic care for patients with a wide variety of musculoskeletal illnesses and injuries in the orthopaedic department and on the field of battle. The graduate clinical scientists will become future leaders and mentors by establishing scholarly excellence for the Physician Assistant profession and standard of care orthopaedic practice to patients worldwide. CHCC intends to pursue a Single Award, Indefinite Delivery, Indefinite Quantity, Task Order Contract. The anticipated contract period of performance will have a base year from 15 September 2008 through 14 September 2009, with four one-year option periods. The contractor shall be a nationally recognized university accredited by one of the six regional accrediting associations (Middle States Association of Colleges and Schools, New England Association of Schools and Colleges, North Central Association of Colleges and Schools, Northwest Association of Schools and Colleges, Southern Association of Colleges and Schools, and Western Association of Schools and Colleges) and be recognized by the US Department of Education or the Council on Post-Secondary Accreditation. The total DoSCO program length spans 18 months. There are currently 3 residency training sites hosting (2) residents per site; William Beaumont Army Medical Center (WBAMC) Ft. Bliss TX, Brook Army Medical Center (BAMC) Ft. Sam Houston TX., and Madigan Army Medical Center (MAMC) Ft. Lewis WA. The program plans to expand the number of residency training sites to 4 training sites by 01 July 2010 by adding Eisenhower Army Medical Center (EAMC) Ft. Gordon GA. This will allow an ideal one to one (1:1) instructor to resident ratio at each site. The contractor shall review and accept the DoSCO program curriculum and demonstrate that the DoSCO program has been approved by the appropriate institutions governing body, which is an independent policy-making body, capable of reflecting constituent and public interest within governance activities and decisions. The contractor shall delegate responsibility for the conduct and governance of the DoSCO program to the Government Program Director and treat courses sponsored by the AMEDDC&S, as resident courses for the purpose of awarding a Doctor of Science in Clinical Orthopaedics. The contractor shall grant college graduate credit and the degree of Doctor of Science in Physician Assistant Orthopaedic Studies to residents who successfully complete the DoSCO program. It is anticipated that 6-10 students will be enrolled in the DoSCO program in the base year and each of the option periods. The contractor shall grant all of the rights, privileges, and benefits to the DoSCO program graduates that are afforded to contractor's graduates. The contractor shall appoint, up to 20 members of the DoSCO program faculty, nominated by the government, for professional status at the contractor's institution to ensure faculty have the same professional status as contracting Universitys faculty and extend the same rights, privileges and benefits to DoSCO program faculty that are afforded the contractor's graduate faculty.
