- The U.S. Fish and Wildlife Service Contracting and General Services Office in Portland, Oregon have a requirement for a contractor to supply all labor, equipment, materials, and supplies necessary to restore (historic preservation) the masonry portion of the Walden Cabin (1 story, 17 ft x 18 ft, 306 sq ft) which was constructed in the 1860s with all local sandstone. All work to be performed shall be at the Pahranagat National Wildlife Refuge, Nevada, Lincoln County. Project magnitude is between $25,000 and $100,000. The following evaluation factors shall be used in accordance with FAR Subpart 15.304 - (A.) Technical Capability; (B.) Past Performance; (C.) and Price. The "best value" subfactors in descending order of importance are as follows: (1.) PREVIOUS WORK ON SIMILAR TYPE OF (HISTORIC PRESERVATION) STONE MASNORY PROJECTS and KNOWLEDGE OF NINETEENTH CENTURY BUILDING TRADITIONS; (2.) FEDERAL GOVERNMENT CONTRACT EXPERIENCE and FLEXIBILITY WORKING WITH FEDERAL AGENCY STAFF AND VOLUNTEERS; (3.) and PRICE. Solicitation no. 801818Q386 to include all attachments, will be made available within 10 days after the issued date of this Pre-Solicitation Notice and will only be available electronically through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at www.fedbizopps.gov or www.nbc.gov. The solicitation response date (which has not currently been determined) will be at 3:00 PM Pacific Daylight Savings Time (PDT). No further notice will be posted on FedBizOpps. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) www.bpn.gov.
