- Description
- It is the intent of the National Library of Medicine (NLM) to negotiate on a sole-source basis with the University of Idaho, for Clint Jeffery, Ph.D, as Principal Investigator, under the authority of 41 U.S.C. 253( c)(1) as set forth in FAR 6.302.-1. This procurement is for Dr. Jeffery to provide research and expert programming services for UNICON-based systems. The NAICS Code is 541990. Dr. Clint Jeffrey is the sole maintainer of the UNICON programming language; he supervises the major research and development projects which propose and develop UNICON language changes such as are required by this procurement. There are no other such centers working on UNICON on a continuing basis. It is anticipated that award will be for a base year of 12-moths plus two option years of 12-months each. This notice of intent is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. However, the government will consider all responses received no later than the closing date of this announcement. This service will be procured under FAR Part 15 (Contracting by Negotiations). Vendors may identify in writing their interest and capabilities in response to this requirement or submit a proposal. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION WHICH, IF TIMELY RECEIVED, SHALL BE CONSIDERED BY THE AGENCY.
