Description
The Department of Health and Human Services (DHHS) intends to negotiate with the American Academy of Pediatrics, a non-profit organization, on a sole source basis, to provide continuing support for consultation education and promotion of child health activities. The period of performance will be one year from the date of award. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. The American Academy of Pediatrics will provide support for consultation, education and promotion of child health activities on behalf of the Indian Health Service (IHS) and Indian children. This will be in the form of IHS Area and local site visits, continuing education sessions, continued Area by Area liaison contacts and semi-annual reports that will allow for aggregation to assess for overall trends and further recommendations. Key recipients are health care personnel, including clinicians, pediatricians, behavioral health specialists, and social service providers working with children and families; community health representatives working with MCH populations; hospital, clinic, and tribal leadership; as well as IHS Area, Headquarters and Health Board leader and Congress. The American Academy of Pediatrics and more specifically The Committee on Native American Child Health (CONACH) play a distinctive and unique role in the health of American Indian/Alaskan Native children. The CONACH through the American Academy of Pediatrics are the sole entity who is able to provide the services requested due to the fact that no other organizations board or membership is made up of American Indian/Alaskan Native groups and have missions developed for children. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive proposals. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements should be submitted by 11 am August 5, 2008 to keith.austin@psc.hhs.gov.
