Description
The Naval Sea Systems Command (NAVSEA) intends to award a Firm Fixed Price Contract to Northrop Grumman Corporation, Electronic Systems, 65 Marcus Drive, Melville, NY 11747-4232. The contract is for FY09-13 AN/SPQ-9B Radar System equipment delivery and installation. The scope will include the delivery of AN/SPQ-9B Radar Sets (Above/Below Deck Equipment); AN/SPQ-9B Radar Sets (Above/Below Deck Equipment) with reduced redundancy; AEGIS and Cooperative Engagement Capability Combat Interface Kits; AN/SPQ-9B Identification Friend or Foe Kits; AN/SPQ-9B Field Change 11 Modification Kits; AN/SPQ-9B Antenna Group Modification Kits; and AN/SPQ-9B Antenna Group Field Change Equipment, for installation on U.S. Navy Aircraft Carriers (CVN), Amphibious Assault (LHA/LPD) Class ships, AEGIS Cruiser and Destroyer (CG/DDG) Class ships, U.S. Coast Guard (WMSL [?]) Class ships and approved Foreign Military Class ships. The contract will also include installation material, ancillary equipment, provisioning items, administrative data, technical data and provisioning technical data. Northrop Grumman Corporation is the only known firm possessing the requisite technical expertise and engineering background to perform the effort in a cost-effective manner while eliminating the impact to scheduled AN/SPQ-9B deliveries in support of United States Navy shipbuilding and ship deployment requirements for operational use. The equipment delivery and installation will be awarded under request for proposals (RFP) N00024-08-R-5375. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
