Description
NASA/GSFC plans to issue a full and open Request for Proposal (RFP)] for NASASounding Rocket Operations Contract II (NSROC II). This is a follow-on contract for theimplementation of the NASA Sounding Rocket Program, NASA number, NAS5 98020. The Programuses expendable sub-orbital rockets to conduct a host of scientific missions for thestudy of near earth space environments and to advance new technologies. Individualmission requirements have historically involved the use of single and multi-stagesub-orbital vehicles lifting payloads with weights ranging from 30 pounds to 1500 poundsor more to altitudes ranging from 80 to 2000 kilometers or more. The time required toconduct a specific mission from payload design and development through launch will varysubstantially and may range from a few months to two years or longer. Most of thesemissions are conducted from established launch ranges, while some are conducted as mobilelaunch campaigns from ranges that have been temporarily established. The anticipatedlaunch rate is approximately 24 NASA science missions per year with a potential foradditional missions from reimbursable customers both government and non-government.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are _541330_and _$25M_, respectively.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release of a DRAFT RFP is on or about September 4, 2008. The anticipatedrelease date of the RFP is on or about October 6, 2008 with an anticipated offer due dateof on or about November 6, 2008 for Past Performance and November 21, 2008 for theTechnical and Cost Proposal and other remaining proposal documents.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URLs linked below.
