Description
UPDATE: SOLICITATION POSTED 18 JULY 2008 UPDATE : SYNOPSIS POSTED 30 JUNE 2008 Project Number 040410: Replace HVAC Facility 30001 FM Area CSolicitation Number FA8601-08-R-0032. SYNOPSIS: Repair HVAC Facility 30001 FM Area, Project 040023. The renovation of Financial Management (FM) includes replacement of the HVAC system including a cosmetic renovation to include new ceiling suspension systems, lighting fixtures, carpet, and electrical / communication distribution systems, and finishes. Project will be completed in two phases due to pressing lack of temporary office surge space. Scope also includes the options for renovation of the adjacent main hallway and providing systems furniture.. SPECIAL REQUIREMENTS/CONCERNS: Facility 30001 is a 237,872 SF building, which houses the 88 Air Base Wing many supporting organizations. This facility will remain operational during construction requiring a complex multi-phased construction schedule, which will create scheduling, coordination and safety challenges for the contractor. The FM primary mission includes commercial funds certification. It is critical that FM remain fully functional during construction. Failure to supervise and coordinate the schedule constraints required to provide a quality and timely product will not be acceptable. The estimated price range is between $1M and $5M.The NAICS Code is 236220. The size standard is $31M. This is a RESTRICTED procurement in accordance with the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). This acquisition is restricted to 8(a) small business concerns registered in SBA Region V (OH, IN, MN, MI, WI, IL). In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to award of solicitations issued after 31 May 1998. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. Every solicitation issued after 31 May 1998 must include the clause at DFARS 252.204-7004, "Required Central Contractor Registration. NOTES:(1) The solicitation will be available on the website on or about 15 July 08, at https://www.pixs.wpafb.af.mil or www.fbo.gov. The specifications and drawings will be posted along with the synopsis. Documents posted prior to solicitation release are for informational purposes only.(2) Hard copies of the solicitation will NOT be provided. However, you may download and print the file from the website.(3) There is no fee for this solicitation.(4) A hard copy of the solicitation will be available for review at Dayton Builders Exchange, Minority Contractor Business Assistance Program, and F.W. Dodge Division in Dayton, OH.(5) A registration page will be attached to the website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation.(6) Contractors shall be capable of securing bonding for the total proposed amount(7) You shall provide a signed copy of the SF 1442 by the proposal closing date specified in the solicitation. Agencies also shall not consent to subcontract with such contractors. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. TITLE/DESCRIPTION: This is a sources sought for planning purposes only: Repair HVAC Facility 30001 FM Area, Project 040023. The renovation of Financial Management (FM) includes replacement of the HVAC system including a cosmetic renovation to include new ceiling suspension systems, lighting fixtures, carpet, and electrical / communication distribution systems, and finishes. DOLLAR VALUE: $1,000,000 to $5,000,000 SPECIAL REQUIREMENTS/CONCERNS: Facility 30001 is a 237,872 SF building, which houses the 88 Air Base Wing many supporting organizations. This facility will remain operational during construction requiring a complex multi-phased construction schedule, which will create scheduling, coordination and safety challenges for the contractor. The FM primary mission includes commercial funds certification. It is critical that FM remain fully functional during construction. PERFORMANCE PERIOD: 400 Days This is not a notice of solicitation issue. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Governments acquisition approach. The North American Industry Classification System (NAICS) code is 236220. PRIME contractors who are HUBZone and/or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 12:00 p.m. (EST) on 12 June 2008: (1) A positive statement of your intention to submit a bid for the forthcoming solicitation as a Prime Contractor; (2) Date of HUBZone and or SDVOSB certification; (3) Listing of experience in work similar in type and scope that you identified to include contract numbers, project titles, dollar amounts, and points of contact with their current phone numbers; (4) Evidence of capability to be bonded for bid, performance and payment bonds; (5) If you are a HUBZone considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. Firms interested should provide the above documentation; e-mail and faxed responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to five (5) pages. Failure to submit all information requested would result in a contractor being considered not interested in this requirement.
