Document Type: Presolicitation Notice Solicitation No.: NHLBI-PB-HL-2008-205/JNB Posted Date: July 18, 2008 Response Date: July 28, 2008 Classification Code: 66 - Instruments and Laboratory equipment NAICS Code: 334516 Description: Analytical Laboratory Instrument Manufacturing THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institutes of Health (NIH), National Heart Lung and Blood Institute (NHLBI) http://www.nhlbi.nih.gov, intend to award a single, fixed priced purchase order on a noncompetitive (sole source) basis to Agilent Technologies Inc, 2850 Centerville, RD, Wilmington, DE 19808-1610, for the purchase of analytical Instruments for The Imaging Probe development Center (IPDC). This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-23. The total contracted dollar amount, including options will not exceed $5 million. This action is under the authority of 41 U.S.C. 253©), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplier or service will satisfy requirements. The reference number for this announcement is NHLBI-PB-HL-2008-205/JNB. The acquisition is being conducted as noncompetitive, with no set aside restrictions. The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. Market research conducted by the Government has determined that Malvern Instrumentation, Inc., is the only source capable of providing this type of instrument, which combines dynamic light scattering and zeta potential analytical technologies. Specifications: (1) PN: G1379B (1 ea.), 1200 Series micro-vacuum degasser-includes 4-channel micro-vacuum degasser, remote control cable and connecting tubing. (2) PN: G1312A (1 ea.), 1200 Binary Pump, includes binary pump, solvent cabinet, 2 solvent bottles and CAN cable, Solvent Selection Option-installation. (3) PN: G1329A (3 ea.), 1200 Series Autosampler-includes autosampler with 100 vial (2ml) tray and CAN cable-injection volume range from 0.1 to 100 microliters- optional upgrade with additional thermostat. (4) PN: G1316A (1 ea.) 1200 Thermostatted Column Compartment-includes column compartment with two heat exchangers for solvent pre-heating, column identification module and CAN cable. (5) PN: G1362A (1 ea), 1200 Refractive Index Detector-includes flow cell and solvent recycle valve, pressure tight up to 7 bar. Control module (G1323B/G4208A) or ChemStation (Rev. A.06.03 or later) required. (6) PN: G2182BA (1 ea), ChemStation GPC Data Analysis SW 32 bit for LC ChemStation 32bit revision B.01.03 or higher. For interactive and automated GPC data analysis. (7) PN: G1365D (1 ea), 1200 Multiple-wavelength detector includes MWD with RFID tracking technology for flow cells and UV lamp. No flow cell included. (8) PN: G2215A (1 ea), HPLC 2D ChemStation license bundle 32bit includes HP/Compaq PC with Windows XP, HP 17" TFT Flat Panel Monitor, HP Laser Jet printer and LC 2D license SW. (9) PN: H5949A (2 ea), Installation for Chemical Analysis products (labor only). (10) PN: 884973-701 (1 ea), GF-250 Analytical HPLC Colume 4.6 x 250. This notice does not constitute a request for proposal (RFP) and submission of any information provided in response to this announcement is purely voluntary, and the Government assumes no financial responsibility for nor costs incurred. This notice of intent is not a request for competitive proposals, however all responses received within (10) days after publication will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
