Description
The Department of Veterans Affairs is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 to develop Construction Documents, Design and Construction Period Services for Project #559-214, a 16,154 GSF, 2-story building at the VA Central California Health Care System, Fresno CA. Project will construct: Outpatient Mental Health areas with 22 counseling offices, 5 admin offices, 5 group therapy rooms, one waiting area, one exam/treatment room, and public and staff toilets; Rehabilitation Medicine Service areas with a reception area, 2 admin offices, 8 stations for physical therapy with a whirlpool and support space, 2 stations for occupational therapy with support space, an ADL (Activities of Daily Living) evaluation and training center area, 2 clinical exam rooms, an education conference room and toilet facilities; and Prosthetic & Sensory Aids Service areas with 5 offices, a patient toilet, wheelchair repair space and storage rooms. Prime firm should have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Structural, Mechanical, Electrical, Fire Safety Engineers, Cost Estimators and experience working in a Health Care Environment. No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VA Contracting Officer. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Firms that meet the requirements described in this announcement are invited to submit the following by close of business August 18, 2008: 1) Original SF 330, to the Contracting Officer, Ms. Maggie Neidigh, VASNHCS, Consolidated Contracting Activity (CCA/90) 1000 Locust Street, Reno, Nevada, 89502. 2) Four (4) copies of SF 330 to the Contracting Officer's Technical Representative, Ms. Jean Russell, VACCHS, 2615 E. Clinton Ave, Fresno, CA 93703. Selection of firms/teams for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) Specialized experience and technical competence of the firm/team with health care design; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm/team to perform work (including any specialized services) within the time limitations in the Fresno area; (4) Past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules as well as any work with the Department of Veterans Affairs; (5) Geographic location and facilities of the working office(s) of the firm/team and familiarity with the Fresno area; (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design (i.e., LEED certification). It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-08-RP-0270). Interested firms/teams shall have offices with proposed professionals within 125 miles of the VA Central California Fresno Facility. This solicitation is unrestricted.
