- PROJECT TITLE: Upgrade Dock 1 LOCATION: Beale Air Force Base, CA TYPE OF AWARD: This acquisition is proceeding as a competitive Service Disabled Veteran Owned Small Business, set-aside Request for Proposals (RFP). Estimated Cost Range is between $3,000,000 and $5,000,000. This Procurement will be conducted under FSC CODE: Z199, SIC CODE: 1542, NAICS Code: 236220. The size standard for this code is $31,000,000. All questions should be directed to the Contract Specialist, Samantha Ahle, at (916) 557-5193, FAX: No.: (91 6) 557-5278, e-mail: samantha.e.ahle@usace.army.mil JOB DESCRIPTION: This project is a Design-Build to correct fire deficiencies in existing Dock 1. The Dock is approximately 26,000 square feet. Work includes high expansion foam and overhead fire suppression systems, fire alarm system to provide automatic detection and notification functions, and providing adequate separation between the aircraft bay and administration spaces. Site work includes electrical upgrades and connection to the existing fire water supply system. A SITE VISIT/PRE-PROPOSAL CONFERENCE IS TBA. All offers will be due on/about 3 SEP 2008/3:00 pm PST. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. Proposals will be evaluated using two-phase source selection procedures that will result in award of a firm-fixed price design/build contract to the responsible offeror whose proposal, conforming to the solicitation, is the BEST VALUE to whose the Government, price and technical factors considered. Phase I of the procurement process is a narrowing phase to a maximum of three offerors, design-build firms or teams, based on experience and past performance factors. Only those offerors selected in Phase I will be allowed to proceed into Phase II. In Phase II, the competitive field will be required to submit technical and price proposals for the project ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
