- The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to acquire, on a competitive basis, by way of a five year Indefinite Delivery, Indefinite Quantity contract with Cost Plus Fixed Fee Provisions, Ocean Testing Operational Support Services. It is anticipated that the prime contractor will supply 2,000 Project Manager manhours total and 2,000 General Clerk manhours total over the five year life of this contract. The contractor will be responsible for developing operational support plans for ocean testing, and for providing either directly or by way of subcontracts, operational support personnel and specialized equipment such as: remotely operated vehicles, diving services, aircraft support, specialized mobilization equipment, and vessels with crews and provisioning all in support of sea tests. Sea tests may occur anywhere in the world. This requirement is unrestricted. A “Confidential” Facility Clearance is required. Successful offer must have an accounting system deemed adequate by DCAA to allow for award of a Cost Plus Fixed Fee contract. NAICS Code is 541990, size standard is $6.5M. Evaluation Factors will consist of Technical Capability and Cost. Technical Capability Subfactors will consist of Technical/Management Approach, Past Performance, and Personnel.
