Description
PROJECT TITLE: San Gabriel River to Newport Bay, Beach Nourishment, Stage 12 and Maintenance Dredging of Anaheim Bay, Orange County, California LOCATION: Orange County, California Estimated Cost Range of Construction is over $10,000,000.00. This Procurement will be conducted under FSC CODE: Z299, SIC CODE: 1629, NAICS Code: 237990. The size standard for this code is $18.5 million. Information about the time and location of the pre-proposal conference and/or site visit will be found in Section 00100 of the specifications. TYPE OF AWARD: Firm-Fixed Price Construction Contract DESCRIPTION: Project consists of dredging sandy material from a near shore borrow source to construct a 1,000,000 cubic yard beach fill at Surfside-Sunset with options to increase quantities up to 500,000 cubic yards; and an option to maintenance dredge the Approach Channel to Anaheim Bay to a depth of -38-feet (MLLW) (approximately 100,000 cubic yards) with placement of sandy dredge material near the surf-zone for the beneficial purpose of beach nourishment. The contract completion time approximately 180 calendar days, including options from the time of award This is an unrestricted procurement and all responsible sources may submit a bid, which shall be considered by the agency. Bids are due not later than 4 September 2008/1:00 pm PST. The acquisition method is sealed bidding. It is anticipated the award date will take place, prior to 30 September 2008. Subcontracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,000,000.00. If the successful bidder is a large business, they will be required to submit a subcontracting plan upon request. The Los Angeles District subcontracting goals are specific percentages of the contractor’s total planned subcontract amount. The goals are as follows: 70.0% with small business, 6.2% with small disadvantaged business, 7.0% with women owned small business, 9.8% with HUBZone small business, 3.0 with Veteran-Owned Small Business and 0.9% with Service-Disabled Veteran-owned small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the Provisions of Public Law 95-507. ALL OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. The solicitation will be available for download approximately 1 August 2008.
