- 1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for a Firm-Fixed price contract for Mass Transit Vouchers. 2.Request for Quotation Number W911S1-08-T-0054. 3.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 effective 5 July 2007, DFAR DCN 20070531, and AFFAR AFAC 20070531. FedBizOps Numbered Notes per FAR Part 5.207-13(e) apply: 12 and 13. 4.The Army Reserve Contracting Center-East (ARCC-E) intends to award a Firm-Fixed price contract on a sole source basis for Mass Transit Vouchers. The Delaware Valley Regional Planning Commision is the only that meets the need of the employee benefit program. The North American Industry Classification System code for this acquisition is 485112, Commuter Rail Systems, with a size standard of $6.5M. The Standard Industrial Classification (SIC) is 4851 Urban Transit. 5.Contractor shall provide non-taxable mass transit vouchers. 6.In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specifidd above and advantages of of the Government to consider another source. The documentation shall include prices and descriptive literature to establish a bona-fide capability to meet this requirement. Only written response shall be considered.
