- Notice of intent to negotiate on a sole source basis with Black Box Network Services, Inc. Murfreesboro, TN for maintenance services of the government owned Northern Telecom Meridian switch systems including all Remote Intelligent Peripheral Equipment (IPE) and the Uninterrupted Power Source (UPS) systems at the NAVWPNSTA Seal Beach and Fallbrook Detachment. The maintenance services include preventive and remedial maintenance for Remote Switching Unit, Northern Telecom Meridian Option 81, R25, 4000 ports and 2000 ports with battery UPS system at Seal Beach and Fallbrook sites, respectively. The telecommunication equipment at two above location are Northern Telecom Meridian, which are entirely proprietary to Northern Telecom. Black Box Network Service is only Northern Telecoms maintenance provider authorized to access to the Northerns switch systems. Award to other vendor will void all warranties the Navy currently has in place and possibly increase the chance of a major crisis. A firm fixed price contract is anticipated. Estimated contract amount $387,000 for a base year period 01 October 2008 through 30 September 2009 plus two one-year options. Anticipated award date 30 August 2008. FOB destination. Justification and authority is Section 4204 of the Clinger-Cohen Act of 1996.
