- This is a Sources Sought posting for market research purposes only. This is not a request for Quote. The Marine Corps Systems Command, Quantico Virginia is seeking vendors capable of providing the following: M-48 SuperMask, manufactured by Kirby Morgan Dive Systems Inc. Within the Marine Corps this mask will be known as the Combatant Diver Full Face Mask (CDFFM). The CDFFM is the only full face mask that is compatible with the Mk25 Underwater Breathing Apparatus, the USMCs primary diving apparatus. Additionally, the CDFFM is the only full face mask that has been certified as safe for use by the Director of Ocean Engineering, Supervisor of Salvage and Diving (SUPSALV) within the Naval Sea Systems Command; thus, resulting in the placement of this mask on the U.S. Navys Authorized for Navy Use (ANU) list. The ANU list contains the only safety of life equipment that is approved for use by USMC combatant divers. The USMC has an emerging requirement to comply with NAVSEAINST 9590.1 prior to the CDFFM being stowed onboard a US Navy submarine or deployed from a Deep Submergence System (DSS). One aspect of NAVSEAINST 9590.1 is that the item does not off-gas unacceptable chemicals into the closed pressurized atmosphere of the submarine. The M-48 SuperMask meets the requirements of NAVSEAINST 9590.1. The M-48 has been placed on the Authorized As Carry-On Equipment For Submarine Stowage and Deep Submergence System Transport list. This contract will consist of initial issue provisioning, training, training support equipment, special tools, technical documentation, and technical support on the CDFFM. Additionally, the contractor must possess the capabilities to train the trainer, provide additional soft pods, provide spare parts, conduct maintenance beyond the capability of the Reconnaissance and Amphibious Raids In-Service Engineering Agent, and to verify SuperMask operation through system testing in pressurized vessels. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the above. Firms responding to this synopsis must identify their companys capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 541990. The Small Business size standard is 500. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the USMC not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the USMC. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in August 2008.
