Description
This is a Sources Sought posting for market research purposes only. This is not a request for Quote. The Marine Corps Systems Command, Quantico Virginia is seeking vendors capable of providing the following: Underwater Voice Communications system (UVC). The UVC is a sub-system of the Combatant Diver Full Face Mask (CDFFM). This contract will consist of initial issue provisioning, training, training support equipment, special tools, technical documentation, and technical support on the UVC. The UVC is known commercially as the Ocean Technology Systems Magnacom Acoustic Transceivers (two types: a diver worn unit and a portable surface station). The UVC is the only underwater voice communications system that is compatible with the CDFFM, the USMCs primary dive mask. Additionally, the UVC is the only underwater communications system that has been certified as safe for use by the Director of Ocean engineering, Supervisor of Salvage and Diving (SUPSALV) within the Naval Sea Systems Command; thus, resulting in the placement of this system on the US Navys Authorized for Navy Use (ANU) list. The US Navy is deploying submarines as part of the Expeditionary Strike Group (ESG). The USMC has an emerging requirement to comply with NAVSEAINST 9590.1 prior to the CDFFM being stowed onboard a US Navy submarine or deployed from a Deep Submergence System (DSS). One aspect of NAVSEAINST 9590.1 is that the item does not off-gas unacceptable chemicals into the closed pressurized atmosphere of the submarine. The Magnacom transceivers meet the requirements of NAVSEAINST 9590.1. The M-48 has been placed on the Authorized As Carry-On Equipment For Submarine Stowage and Deep Submergence System Transport list. The Magnacom transceivers have been submitted for approval, with conditional approval awaiting resolution of the Navy backlog. This contract will consist of the UVC, initial issue provisioning, training, technical support, special tools and equipment, technical documentation, and training support equipment, Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the above. Firms responding to this synopsis must identify their companys capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334419. The Small Business size standard is 500. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the USMC not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the USMC. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in August 2008.
