Description

The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1), with Kratos Analytical, Inc. in Spring Valley, NY for a base plus one option year service agreement for one (1) Kratos Axis Ultra X-ray Photoelectron Spectrometer with Vision Workstation. Kratos Analytical, Inc. is the only source that can provide preventative maintenance for this equipment as they are the sole manufacturer and sole authorized maintenance provider and the technology and parts are proprietary to the company. The resulting Purchase Order will be for one base year and one option year. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 3, 2008 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
