- Front Voicemitter Assembly, initial quantity 75,000 each and Side Voicemitter Assembly, initial quantity 75,000 each for M40/42 Mask production. The following drawings and specifications are applicable; Front Voicemitter drawing(s) 5-1-1007, 5-1-1061, 5-1-1062, 5-1-1063, 5-1-1064, 5-1-1065, 5-1-1066, Side Voicemitter drawing(s), 5-1-1047, 5-1-1071, 5-1-1072, 5-1-1073, 5-1-1074, 5-1-1089, 5-1-1090, Specification(s) for Front and Side Voicemitter EA-V-1382 with amendment 3, EA-R-1378 with amendment 2 and ASTM D3951. The contract awarded as a result of this solicitation shall be a firm fixed price indefinite delivery indefinite quantity (IDIQ) contract with a base and four one year option periods. Quantities for each year are estimated at 250,000 each; however the Government does not guarantee the quantity in any given year of the contract period. The minimum quantity of 75,000 each for the base year is the only guaranteed minimum quantity to be issued under this IDIQ procurement. Government Furnished Property will be provided to awardee. A First Article of 100 each Front Voicemitter Assemblies and 100 each Side Voicemitter Assemblies shall be required 30 days after award of contact or 30 days after receipt of government furnished property, whichever is later. The government intends to visit the contractors facility to witness first-article testing. FOB Destination, Pine Bluff Arsenal, AR. Delivery of production quantity shall be at a rate of 22,000 each Front Voicemitter Assembly and 22,000 each Side Voicemitter Assembly per month until the total order quantity is delivered. Acquisition is being conducted utilizing full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation document contains information that has been designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: U.S./Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI 49017-3084 or call the DLIS at (800)-352-3572. The DLIS Unites States/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil/ccal/. Solicitation will issue on or after 31 July 2008 with a closing date on or after 29 August 2008. Solicitation may be obtained by fax request to 870-540-4090 or via email to ginger.house@us.army.mil. Solicitation number W911RP-08-R-0042 MUST BE in the subject line of all request, you must also provide the DD Form 2345. Email request that do not contain the solicitation number in the subject line may be deleted without review. Electronic proposals are not acceptable. Proposals shall be mailed to arrive by the time specified in the solicitation to the address specified in the solicitation. The contract will be awarded to the responsible Offeror whose offer, conforming to the solicitation requirements, will be most advantageous to the Government, price and other factors considered. Offerors shall submit any technical questions regarding this solicitation to the Contracting Officer, in writing, not later than 20 days after issuance of this Request for Proposal. Questions may be sent via facsimile or email, the solicitation number MUST BE referenced in the subject line of any correspondence. Verbal questions will not be addressed.
