Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Services, in Pascagoula, MS intends to procure services for the creation of a final printing-ready layout for the guide being developed by the NOAA Fisheries Caribbean Field Office with information on the permit process and design of projects in the coastal zone. The actual printing of the guide will be done by the Government Printing Office (GPO). The objective is to promote the wise use of coastal resources. The guide will be bilingual and is aimed at audiences planning and constructing projects in the coastal zone of Puerto Rico and the U.S. Virgin Islands (USVI). The purchase order is part of a multi-year effort to provide educational materials to stakeholders who potentially contribute to problems of land-based sources of pollution in the U.S. Caribbean. The project also builds on efforts in Puerto Rico and the U.S. Virgin Islands that resulted in guides for law enforcement officers that explain the biology behind the creation of laws and regulations related to the management of coral reef fishery species and their habitats. This work will support local efforts to increase public awareness and reduce the impacts of coastal development on marine resources, which are focal areas of the Coral Reef Task Force (CRTF), and the USVI and Puerto Rico Local Action Strategies. The project is also part of the NOAA Fisheries Southeast Regional Office's efforts as part of the NOAA Coral Reef Conservation Program (CRCP). Coastal development is recognized as having a significant impact on coral reef ecosystems through declines in water quality associated with the transport of sediments and pollutants in runoff waters and directly from point sources to these systems. The importance of these impacts in terms of the affect on the health of the coral reef ecosystem were recognized by the CRTF and included as part of the land-based development factor in LAS development. Coastal development can cause direct impacts to habitats through in-water construction. Coastal development also leads to indirect impacts such as increases in numbers of recreational vessels and resultant increases in accidental groundings and spills of petroleum products, as well as increases in marine debris. This project will address the threat of coastal development by educating stakeholders regarding means to avoid or minimize impacts to the coral reef ecosystem associated with development. The project will enable the layout of the guide for coastal municipalities, developers, contractors, and other key stakeholder groups for submission to the GPO for printing. The guide will compile information on coral spawning, dock construction, and other best management practices in order to provide recommendations regarding the avoidance and minimization of coastal development impacts to the coral reef ecosystem and important coastal habitats such as wetlands that assist in maintaining the health of the coral reef ecosystem. This project is being initiated as a component of NOAA Fisheries' efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and the marine environment." The contractor shall complete the work in two distinct tasks: pre-production and production. Short-term results will consist of the layout of the bilingual guide for printing by GPO and distribution to our stakeholders in USVI and Puerto Rico. Long-term results will consist of increased public awareness regarding important coastal resources in the U.S. Caribbean and the design of projects so as to avoid and minimize impacts to these resources. The period of performance is from date of award through January 31, 2009. Interested parties can request a copy of the Request for Quotation. This is a small business set-aside. The NAICS code for this action is 487210. Small business size standard shall not to exceed $6.5M.
