Description
This contract is intended to provide for watershed protection and restoration by stabilizing active erosion in meadows and small drainages. Work required to stabilize these areas includes reshaping vertical banks to allow vegetative recovery, and machine placement of rock in drainages to prevent additional scour from seasonal flows. Specific work items include excavation in meadows often requiring conservation of topsoil, and preserving and re-planting living sod of perennial grasses. Excavation will also take place in steep and eroded ephemeral channels and existing gullies requiring trenching and mechanical placement of rocks and boulders. Work will also entail placement of erosion control blanket and rolled erosion control products to enhance vegetation establishment and survivability on slopes and in channels. Erosion control design requirements may include below grade placement of geotextile products as a permeable separator/stabilizer, to prevent piping of soil beneath new or existing structures. Erosion control products and geotextile materials will be provided by the government. This contract will also provide for watershed protection through the repair of roads, to improve drainage function, including outsloping.. Work under this contract will include measures that restore hillslope hydrologic function by removing drainage structures, ripping compacted areas, and recontouring as needed. Equipment rental with operator and miscellaneous labor is provided for in this contract to perform work within this scope in order to adapt repairs or improvements to deal with variations in site conditions or unique design requirements. Also anticipated for the loading and haul of materials (e.g. rocks and boulders) from designated areas to the project work site. No unique or specialized equipment is required to perform work under this contract. However, equipment size, weight and capacity will be specified because of the hydrologic and ecological sensitivity of the work areas. Work will be performed primarily by the hour and directed by the Forest Service. All work to be performed is on the San Bernardino National Forest. The resulting contract will be a three year IDIQ contract with 3-5 awards. The solicitation when it is available on or about July 25, 2008 on this FEDBIXOPPS site will be advertised as a commercial item under FAR Part 12 procedures. Contractors will be required to list their equipment such as dozers, excavators, and dump trucks by type and size along with any attachments or special features the equipment has. This will be a 100% HUB Zone Set-aside with a cascading feature so that if at least three well-qualified HUB Zone contractors with fair and reasonable prices cannot be selected, then Small Businesses that are not HUB Zone may be considered.
