- Description
- SOLICITATION DESCRIPTION: Surface Transfer Center mail handling and sorting services. The purpose of this notice is to announce that the United States Postal Service will be issuing a Request for Proposals (RFP) to contract the management and operation of an STC designed to distribute, dispatch, consolidate and transfer First-Class mail, priority mail, and periodicals within a specialized surface transportation network at the facility in Clinton, TN. The supplier should submit an hourly rate proposal and a container rate proposal. The contract awarded under this solicitation will be a two year contract with four one-year unilateral options. A subcontracting plan is required from the supplier awarded the contract before the contract begins. The Postal Service will provide a terminal link for the continued on-time delivery of mail routed through the postal surface network. The supplier must state in their response to the solicitation a maximum container count or (percent of volume) that they will process for the price stated in the solicitation. This will also require the pricing for the number of containers/percent of volume increase above the maximum quoted. The facility is postal controlled capable of accommodating the loading and unloading of trailers up to 53 feet long and between 48 to 52 inches in height from the ground to trailer bed.
