Description
THIS IS A NOTICE OF INTENT - The U.S. Broadcasting Board of Governors (BBG), based on the results of a market survey intends to negotiate and award a non-competitive Commercial Item contract to Thomson Radio Broadcast Inc. (Thomson), 104 Feeding Hills Rd, Southwick, MA 01077. The contract will require Thomson to provide and install a readily available HR 2/2 Shortwave (SW) Radio Broadcast Rotatable Antenna at the Agency's Kuwait Transmitting Station. The statutory authority permitting other than full and open competition that is applicable to this procurement is Federal Acquisition Regulation (FAR), Subpart 6.302-1 41 U.S.C. 253(c)(1), because the supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements. The Agency conducted a market survey for a HR 2/2 Shortwave (SW) Radio Broadcast Rotatable Antenna in a notice, dated 4/28/08. Two (2) firms responded to the market survey and Thomson was determined to be the only known firm who is capable of meeting the Agency's requirement. The delivery will be FOB Destination. The period of performance will be 11 months after Notice-To-Proceed (NTP). This Notice of Intent is not a request for competitive price proposals. All documentation submitted by interested firms shall be sufficient in depth and detail to allow for an evaluation by the Agency without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government. Harper, Office of Contracts (CON/CR), email: kharper@bbg.gov, or facsimile at (202) 260-0855, and received by the Agency before 2:00pm, Eastern Standard Time (EST), August 5, 2008. This Public Notice is not a RFP, IFB, or RFQ.
