Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Service, Miami, FL intends to acquire services to collect hydroacoustic data on reef fish aggregations on the Puerto Rico continental shelf and adjacent islands. If possible, additional surveys in the US Virgin Islands and the northern Florida Keys will be made. The purpose of this project is to utilize hydroacoustic and other technologies to provide precise information on the location and timing of spawning aggregations of reef fish species on the submarine shelf of Puerto Rico and adjacent islands, by performing biomass stock assessment surveys using hydroacoustic echo integration technology. Such information is essential to establish a baseline for sustainable fisheries management. The contractor will perform hydroacoustic reef fish surveys at Desecheo, Bajo de Cico, Mona Island, and on the Cabo Rojo shelf. The contractor will analyze collected data and provide results (in terms of temporal and spatial trends) and discussion in written format to the government. Requirements: The contractor shall have the following requirements: (1) Proficiency in the use of a Hydroacoustic Technology, Inc (HTI) Split Beam portable Echo Integrator sounder Model 244, 120 Khz transducer and associated DAT recorder that will be utilized in this project. (2) Proficiency in the analysis of complex data generated by the HTI sounder and components (requires familiarity with HTI, DEP, Echoscape and Sonardata, Echoview software). (3) Extensive experience working in and knowledge of, the coastal, shelf and deep waters of the study region. (4) Access to research vessels capable of supporting monthly surveys. (5) Fluency in Spanish. (6) Capability to provide trained research staff for research support. (7) Understanding of, demonstrated experience with, and expertise in reef fish ecology and reef fish spawning aggregations in the study region. Small business size standard shall not to exceed $4.5M. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures.
