- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute of Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies, Field Sutdies Branch, Morgantown, West Virginia hereby announces its intent to issue a purchase order to Associates of Cape Cod, Inc. for the following supplies: The purpose of this request is the procurement of purchase of Glucatell Kinetic Assay Kits (for glucan assay), and Chromo-Limulus Amoebocyte Lysate (LAL) reagent, Glucashield buffer, and endotoxin free water (for endotoxin assay) to quantify glucan and endotoxin in floor dust samples collected within the scope of a NIOSH public school study at Bridgeport, CT. "Glucatell" is a biological assay kit to quantify glucans in samples. Using these assay kits, we are able to analyze glucan levels in 130 floor dust samples and 210 air samples collected from the public school study at an Environmental Microbiology Laboratory at NIOSH. "Chromo-LAL" is co-lyophilized Limulus Amoebocyte Lysate (LAL) and substrate agent for endotoxin assay. Commercially available endotoxin assay kit is very expensive and usually interfered by glucan in samples. NIOSH is using the KLARE (Kinetic Limulus Assay with resistant parallel line estimation) method for endotoxin assay which was developed by Dr. Donald Milton at Harvard School of Public Health and does not require purchasing whole assay kit. With the KLARE method, we can purchase the Lysate separately. Associate Cape Cod (ACC) is the only manufacturer which sells Lysate only. The Chromo-LAL for endotoxin assay, in addition, should be purchased along with Glucashield buffer which blocks glucan pathways to eliminate interference by glucan. This is critical to get endotoxin-specific assay results. Endotoxin free water (LRW) is also required for the assay, and ACC provides this product. This project is supported by justification for other than full and open competition to Associates of Cape Cod, Inc.under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements and pricing information submitted and determines if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with The ASSOCIATES OF Cape Cod, Inc. 124 Bernard Saint Jean Road, East Falmouth, MA 02536-4445 as the only source and a purchase order will be issued without any additional notices being posted.
